        "content": "<p>Oil firm donates schools to Pulau Seribu residents<\/p>\n<p>KELAPA ISLAND, Pulau Seribu (JP): Argentinean-owned oil firm<br>\nYPF-Maxus inaugurated on Tuesday its donation of two schools, a<br>\njetty and an access road to residents of Kelapa in the Jakarta<br>\nBay.<\/p>\n<p>\"The development (of the projects) is part of Maxus' community<br>\ndevelopment program to maintain a good and harmonious<br>\nrelationship with people and communities in and around its<br>\noperational area,\" the firm's general manager, C.W. Murray Jr.,<br>\nsaid in a ceremony held near the schools.<\/p>\n<p>The projects consist of the renovation Al Falah Islamic<br>\nElementary School, which was damaged by a storm last year, and<br>\nthe construction of a new two-story school for Al Falah students,<br>\nthe jetty and access road.<\/p>\n<p>Bramasto from contractor PT Sakaguru said the construction,<br>\nwhich was from August 1999 until last month, cost Rp 1.13<br>\nbillion.<\/p>\n<p>He said 50 local residents, except for the engineers, were in<br>\nthe workforce. Locals also provided the construction materials<br>\nfor the projects.<\/p>\n<p>YPF-Maxus, an exploration partner of state oil and gas company<br>\nPertamina, has a site at Pabelokan island in the Pulau Seribu<br>\nchain, also known as the Thousand Islands.<\/p>\n<p>The proposal to renovate the building came from the Kelapa<br>\nIsland's Community Resilience Institution (LKMD) in June 1999.<\/p>\n<p>The head of LKMD, A. Solihin, thanked the company for its<br>\ncontribution to the local community.<\/p>\n<p>\"I hope such development projects will continue,\" he said.<\/p>\n<p>A local vendor wondered why the public facilities were built<br>\nand financed by private parties instead of the government.<\/p>\n<p>\"Why was it done by the foreigners?\" she said.<\/p>\n<p>The ceremony was also attended by several Pertamina executives<br>\nand North Jakarta Mayor Soebagio and his entourage.<\/p>\n<p>Kelapa, located about 90 kilometers to the north of Jakarta,<br>\nhas a population of about 5,000.<\/p>\n<p>The residents' distinctive accent denotes their Bugis ethnic<br>\norigin in South Sulawesi. With poor educational backgrounds, most<br>\nof them work as fishermen but a few are employed at Maxus.<\/p>\n<p>Soebagio, whose jurisdiction also includes Pulau Seribu, said<br>\nhe identified ways to improve the local community's income<br>\nthrough the three sectors of fishing, seaweed and tourism.<\/p>\n<p>\"This island has potential for the cultivation of fish and<br>\nseaweed. It should be easy because it can be distributed to<br>\nJakarta. The other sector is tourism,\" he said.<\/p>\n<p>Based on Law No. 25\/1999 on fiscal balance between the central<br>\ngovernment and regional authorities, the city government is<br>\nallowed to collect 15 percent of oil revenue earned by local<br>\ncompanies, with the central government collecting the remainder.<\/p>\n<p>The law is pending government regulations to define pertinent<br>\ndetails.<\/p>\n<p>Governor Sutiyoso said earlier that his office would start<br>\nsecuring oil revenue from offshore oil resources beginning from<br>\nAug. 31, 2001, as stipulated in the law.<\/p>\n<p>Based on the crude oil price of $20 per barrel, the city<br>\nadministration currently receives about US$1.50 from each barrel<br>\nof crude oil from city offshore oil platforms.<\/p>\n<p>With a projection that oil companies operating in the area<br>\nunder Jakarta's jurisdiction could produce 18,000 barrels of<br>\ncrude oil per day, the city administration would earn a total of<br>\n$9.72 million a year.(09)<\/p>",
