Officials unable to control street vendors<\/p>\n
JAKARTA (JP): City public order officials renewed complaints
\nabout difficulties they found in eradicating street vendors, long
\ndubbed the source of disorderliness in the capital.<\/p>\n
\"Our officers on the ground find it difficult to deal with the
\nillegal vendors. They can neither be controlled nor empowered,\"
\nthe public order official in charge of social facilities, Toha
\nReno, said over the weekend.<\/p>\n
Vendors, selling mineral water, cigarettes and toys, are still
\nrampant at traffic junctions across the city, despite frequent
\noperations to remove them.<\/p>\n
\"The city administration has sought every avenue to relocate
\nthem to markets, but citing quiet business at their new places,
\nthey return to the streets,\" Toha said.<\/p>\n
The intensive crackdown on street vendors, as well as on
\nprostitutes, unauthorized traffic 'controllers', beggars, becak
\n(three-wheel rickshaw) drivers and people offering themselves as
\npassengers on streets restricted to vehicles with three or more
\npassengers, has been in operation since last July.<\/p>\n
The latest operation took place along Jl. Thamrin and Jl.
\nMedan Merdeka Barat on Friday, and public street vendors agreed
\nto be removed. But less than two hours after the crackdown, they
\nhad returned and some of them had re-erected their tents.<\/p>\n
No violence broke out in the operation as public order
\nofficials took a persuasive approach.<\/p>\n
\"We have to use wisdom and a social approach to persuade the
\nvendors to leave their places, although to some extent we have to
\nact in a tough manner because not all of them are willing to
\ncomply with the public order,\" Toha said.<\/p>\n
He also complained about the lack of personnel.<\/p>\n
With only 2,700 personnel available, Toha said it would be
\nalmost impossible to keep street vendors under control, as the
\npublic order officers have to carry out other duties. (amd)<\/p>",
