Officials' poor quality blamed for poor service<\/p>\n
JAKARTA (JP): Deputy Governor of Administrative Affairs Abdul
\nKahfi is shifting the blame for the city administration's failure
\nto address the problem of street people to the poor quality and
\nlimited number of city officials.<\/p>\n
\"Most of our officials are ill-equipped or not well-trained to
\ndeal with street vendors, prostitutes, homeless people or social
\ndisturbances.<\/p>\n
\"We do not have enough public order officials either,\" Kahfi
\nsaid on Friday.<\/p>\n
He said Jakarta was a complex city with many social problems
\nthat constantly change.<\/p>\n
\"So it's impossible for city officials to handle them all,\" he
\nsaid.<\/p>\n
Kahfi said the city administration officials could not cover
\nthe whole of Jakarta to raid street vendors, prostitutes and
\nstreet children, nor to anticipate public disorder in the
\ncapital.<\/p>\n
\"The capital is so dynamic. How can we detect or control
\nthings? It's impossible. We have tried everything to reduce the
\nproblems, but it's not easy,\" he said.<\/p>\n
Reducing instances of public disorder is a priority which
\nGovernor Sutiyoso stipulated in his revised accountability speech
\non Aug. 22.<\/p>\n
Following councillors' rejection of his initial accountability
\nspeech on July 20, Sutiyoso ordered routine raids on street
\nvendors, prostitutes, the homeless and others who make a living
\non the capital's streets.<\/p>\n
The official raids will be completed by the end of this month.<\/p>\n
But the streets of Jakarta do not seem to have fewer street
\npeople, despite the administration's claim to have raided more
\nthan 40,000 people.<\/p>\n
Currently, the capital only has 783 public order officials
\nwith overall operational funds of Rp 2 billion (US$222,220),
\nallocated from the city budget.<\/p>\n
The administration has been told by the councillors to hire
\nmore officials at the city Public Order Office, as the city
\nshould have a minimum of 2,775 public order officials and a Rp 10
\nbillion budget.<\/p>\n
\"We would like to appeal to all mayors, district and
\nsubdistrict officials to be more helpful and be more responsible
\nfor social disturbances in their respective areas, rather than
\nwaiting for instructions from the central government,\" Kahfi
\nsaid.<\/p>\n
He said that Jakartans should also help the city reduce
\ninstances of public disorder.<\/p>\n
The chairman of City Council Commission E for social welfare,
\nEdy Suchro Abdul Djalal, underlined that the city administration
\nshould be more serious, even though the raids would end this
\nmonth.<\/p>\n
\"The city has to address the real societal problems and have
\nclear programs for those netted in raids.<\/p>\n
\"How the city can help them improve their quality of life is
\nmore important that just arresting these people,\" Edy said. (dja)<\/p>",
