Official sees problems in launching ID number plan<\/p>\n
JAKARTA (JP): The implementation of the city administration's
\nprogram to give every Jakartan an identification number will
\nlikely be hindered by various problems, including the
\ncoordination of related offices, an official says.<\/p>\n
Herusuko, head of the City Citizen Registration Office, told
\nreporters over the weekend that the lack of coordination, for
\nexample, can be found in the difference between the numbering
\nsystem practiced by his office and the one by the City Population
\nOffice, or by the Central Bureau of Statistics.<\/p>\n
\"Each office still insists that its numbering system is the
\nmost valid,\" Herusuko said, adding that the implementation of the
\nprogram will also be hindered by a lack of personnel and the lack
\nof awareness on the part of the public to register themselves.<\/p>\n
\"The estimate of the number of newborns, recently deceased
\nresidents and others who move to other cities or enter the
\ncapital, is still poor,\" he said.<\/p>\n
Herusuko said that ideally all city administration officials
\nat the subdistrict and district levels should monitor the latest
\nnumber of residents in their areas.<\/p>\n
Due to the many problems, he projected that the implementation
\nof the program, under which about nine million citizens in the
\ncity will be registered, will take more than two years.<\/p>\n
Under the program, each citizen will be given an
\nidentification number for administration purposes. President
\nSoeharto will be presented the first identification number at the
\nlaunching of the program on Aug. 17 to coincide with the 50th
\nanniversary of Indonesia's independence day.<\/p>\n
Identification numbers will also be given to all newborns.
\nBirth certificates, citizenship cards, driving licenses and other
\nadministration documents will be issued based on the number.<\/p>\n
To facilitate the implementation of the program, Herusuko
\ncalled for the establishment of a one-stop administration office
\nin charge of citizenship registration.<\/p>\n
\"The idea of the one-stop office is similar to the vehicles
\nregistration office in which several institutions work and
\ncooperate in the same building,\" Herusuko said.<\/p>\n
Herusuko also said that he disagreed with a plan to hand over
\nthe management of citizenship data to a private company because
\ncitizenship data are classified confidential.<\/p>\n
He said it is feared that the management of the data by a
\nprivate firm would enable certain people to use the data for
\ntheir own benefit.<\/p>\n
\"I definitely disagree with handing over the management to a
\nprivate company,\" Herusuko said.<\/p>\n
He explained that the citizen data consists of various aspects
\nsuch as family backgrounds, including information on whether any
\nfamily members were involved in the 1965 aborted coup attempt by
\nthe communist party.<\/p>\n
The citizenship records are currently held at subdistrict
