        "content": "<p>Jakarta, VIVA \u2013 A lecturer in Constitutional Law at the University of\nIndonesia, Titi Anggraini, assesses that one indicator of unhealthy\ngovernance in internal party democracy is the election of a general\nchairman who does not originate from the party\u2019s cadres.<\/p>\n<p>This was stated at the National Seminar organised by Pinter Hukum,\ntitled Independence of Political Parties, Strengthening Internal\nSolidarity and Mitigating External Intervention, held at the National\nLibrary, Jakarta, on Saturday, 28 March 2026.<\/p>\n<p>According to Titi, party leadership should reflect a consistent cadre\ndevelopment process within the party. She emphasises that\ndecision-making must be conducted democratically, involving the voices\nof officials and members.<\/p>\n<p>\u201cThe general chairman of a political party should truly be the result\nof a cadre development mechanism. The decision-making process in the\nparty must also be democratic, listening to the aspirations of officials\nand members,\u201d said Titi.<\/p>\n<p>Titi also criticises the practice of instant leaders emerging within\nthe party. She assesses that, although parties are open, leadership\nshould still be held by individuals who have gone through a long process\nas cadres.<\/p>\n<p>\u201cA person who has just joined, even within a matter of days, should\nnot suddenly become the general chairman. The party must still be\nmanaged by cadres who have progressed within it,\u201d she added.<\/p>\n<p>In agreement, political observer Adi Prayitno asserts that a healthy\npolitical party must not recruit figures instantly without a clear track\nrecord merely for certain interests.<\/p>\n<p>\u201cA strong and solid party must not, for any reason, recruit figures\nwith unclear backgrounds and then suddenly make them the general\nchairman. That is clearly unhealthy,\u201d Adi stated firmly.<\/p>\n<p>He also emphasises the importance of maintaining the party\u2019s\nindependence from various forms of external intervention. According to\nhim, the party\u2019s strength lies in a solid recruitment and cadre\ndevelopment system.<\/p>\n<p>\u201cIf you want a strong, stable, and sustainable party, the key lies in\ngood recruitment and consistent cadre development, without intervention\nfrom any party,\u201d he concluded.<\/p>",
