        "content": "<p>Jakarta (ANTARA) - Executive Director of Indonesia Political Review\nIwan Setiawan has stressed the importance of improving political\nparties\u2019 internal systems to avoid fielding immature regional head\ncandidates.<\/p>\n<p>\u201cWhat political parties must do is reform their internal systems. The\nsystem I mean is democracy within the party, a properly implemented\ntiered cadre system, and avoiding the promotion of legislative and\nexecutive candidates who are instant cadres based merely on connections,\nwealth and popularity, as this will produce leaders who are politically\nand morally immature,\u201d he said when contacted by ANTARA in Jakarta on\nTuesday.<\/p>\n<p>Iwan said regional head candidates endorsed by political parties must\nundergo proper cadre development stages, and candidates need to be\ntested for their intellectual capacity, mental fortitude and leadership\nability.<\/p>\n<p>\u201cTheir integrity must be tested, and their leadership capabilities\nmust be proven. Money politics should not originate from within the\npolitical parties themselves,\u201d he said.<\/p>\n<p>According to him, the first step should be reforming the political\nrecruitment system rather than the current regional election system. He\naffirmed that the problem of money politics in regional elections\noriginates from political parties.<\/p>\n<p>\u201cIn my view, what needs to change first is not the regional election\nsystem, but the political parties themselves need to be cleansed and\nreformed. Whether through the Political Parties Law or other\nregulations. Because the root of the problem is political parties, and\nmoney politics originates from parties that remain dysfunctional,\u201d he\nsaid.<\/p>\n<p>Previously, Deputy Minister of Home Affairs Bima Arya Sugiarto said\nthat an evaluation of political recruitment in regional elections needs\nto be conducted to curb the high number of corruption cases ensnaring\nregional heads in Indonesia.<\/p>\n<p>Bima stated that the government has undertaken numerous measures to\nsuppress corruption cases, but corrupt practices continue to\nincrease.<\/p>\n<p>\u201cWe have run out of words regarding the number of regional heads\ncommitting corruption, as all regional heads have been warned and\nretreats have also been held,\u201d he said after a book discussion on \u201cBabad\nAlas\u201d at the Faculty of Social and Political Sciences, University of\nJember, East Java, on Friday (13 February).<\/p>\n<p>Prevention measures, he added, have been implemented and instruments\nto suppress corruption in the regions are already in place, yet many\nregional heads continue to be ensnared in corruption cases.<\/p>\n<p>\u201cTherefore, a fundamental evaluation of political recruitment is\nneeded, such as the mechanism for selecting regional heads, because\nappeals alone are not sufficient,\u201d he added.<\/p>\n<p>According to Bima, the government needs to intensify digitalisation\nto monitor all transactions conducted on a cashless basis, as digital\ntransactions can close loopholes for corrupt practices.<\/p>\n<p>\u201cSo, to suppress the high rate of corruption committed by regional\nheads, bureaucratic measures alone are not enough \u2014 a renewal of the\nnation\u2019s political system for regional head elections is also required,\u201d\nhe said.<\/p>",
