You also brush all<br>\nIndonesians with a single stroke saying that they lack<br>\ncompassion.<\/p>\n<p>No doubt your distressing experience at the airport could make<br>\nanybody feel upset and angry.<\/p>\n<p>I have experienced slightly different problems at the airport.<br>\nNo free trolleys were to be found at the departure hall but one<br>\ncould easily see some porters holding on to empty trolleys. The<br>\nsolution was simple. I paid a thousand rupiah to one of the<br>\nporters and he would only be too pleased to part with the<br>\ntrolley.<\/p>\n<p>Without being too rigid, you could also have employed some<br>\nsuch method to overcome your difficulty. After all, we should<br>\nremember that those employees at the airport are poorly paid and<br>\na few hand-outs would greatly relieve their daily burden of<br>\nmaking both ends meet.<\/p>\n<p>In short, we should be using our common sense and at the same<br>\ntime applying a little compassion towards our poor brethren in<br>\nwhichever country we serve.<\/p>\n<p>About your statement that Indonesians lack discretion, let's<br>\ntake the case of the \"three-in-one\" kids on Jakarta city roads. I<br>\nused to be amazed at their natural \"enterprise\" in earning some<br>\nextra income, finding loopholes to circumvent the governmental<br>\nregulations.<\/p>\n<p>We have observed that the City Police, sometimes, round up<br>\nthese offenders and for a few days, the roads are free of these<br>\nstreet kids. This means that if the Police really mean business,<br>\nit wouldn't be very difficult for them to ensure compliance of<br>\nthe rules.<\/p>\n<p>I believe the police may be taking a lenient view in this<br>\nmatter only because they exercise their discretion in the use of<br>\nauthority, combining it with sympathy towards these poor \"three-<br>\nin-one\" kids.<\/p>\n<p>D.
