        "content": "<p>Nugroho chairs UN body<\/p>\n<p>UNITED NATIONS (Reuter): Indonesian UN representative Nugroho<br>\nWisnumurti took over yesterday as president of the Security<br>\nCouncil for November, when elections are expected to get under<br>\nway to choose a secretary-general.<\/p>\n<p>A UN chief is appointed by the 185-nation General Assembly on<br>\nthe recommendation of the 15-nation Security Council whose five<br>\npermanent members -- the United States, Russia, Britain, China<br>\nand France all have a veto.<\/p>\n<p>Secretary-General Boutros Boutros-Ghali, whose five-year term<br>\nexpires at the end of December, is running for a second term. But<br>\nthe United States has said it will use its veto if necessary to<br>\nblock his re-election on grounds that the organization needs new<br>\nleadership to introduce reforms.<\/p>\n<p>The council presidency rotates monthly according to the<br>\nalphabetical order of the member delegations. Indonesia's<br>\nambassador Wisnumurti follows Honduras's ambassador Gerardo<br>\nMartinez Blanco in the post.<\/p>\n<p>Indonesia's two-year term in the council ends on Dec. 31.<\/p>",
