        "content": "<p>Nuclear power and principles of science<\/p>\n<p>From Warta Ekonomi<\/p>\n<p>The principles of science note that we should not reject the<br>\nexistence of nuclear science. Science is the foundation of<br>\ncivilization. Rejection of science is, therefore, an uncivilized<br>\nact. Moving from this point of view, I am of the opinion that<br>\nIndonesians should master nuclear science for further growth,<br>\nstriving for the ultimate level.<\/p>\n<p>From a scientific angle, Indonesia lacks adequate nuclear<br>\ntechnology education centers to impart sophisticated knowledge to<br>\npersonnel. Human intelligence is an important factor in all<br>\ntechnology systems, not the least nuclear technology. Existing<br>\nnuclear education is still of an informal nature, focusing less<br>\non the matter as implemented by the Serpong, Yogyakarta and<br>\nBandung managements of nuclear reactors, and the radio isotope<br>\ncenter at Pasar Jumat, South Jakarta.<\/p>\n<p>In other words we have no scientific basis to prepare people<br>\nfor the nuclear sector.<\/p>\n<p>Because of this, preparation of the nuclear bill should embark<br>\non infrastructural education first. From that point on, we could<br>\nprepare ourselves to master high-tech in a precise and<br>\nprofessional way. We should give priority to the transfer of<br>\nintellect first, before any transfer of technology. We would not<br>\nbe able to construct a mega nuclear power project, or any other<br>\nmega nuclear project, before we become mature enough to attain a<br>\nbasic intellect for the ensuing technology. This is all for the<br>\nsake of the country, its security and well-being. This is to<br>\nprevent the possibility of nuclear failure and accidents, which<br>\nare fatal to all life forms and the ecosystem. There should<br>\npractically be no speculative elements left in nuclear matters.<\/p>\n<p>The Directorate General of National Atomic Energy Agency has<br>\nlong been conducting research on nuclear prospects, especially<br>\nits uses in national development. But the agency has, so far,<br>\nfailed to familiarize intellectual understanding of nuclear power<br>\nwith all educative fields. The agency only acted after the<br>\nnuclear power project became public knowledge. Before that the<br>\npublic was kept in the dark about the agency&apos;s operations, except<br>\nfor radio isotope activities which proved useful.<\/p>\n<p>In fact, doubts have risen about the agency&apos;s actual knowledge<br>\nof nuclear technology, aside from theoretical knowledge and prior<br>\npractice of nuclear exercising equipment.<\/p>\n<p>The agency&apos;s most important nuclear reactor is located in<br>\nSerpong, West Java. It has a processing, storing and nuclear<br>\nwaste disposal unit.<\/p>\n<p>The board of executives of the Bina Lingkungan Hidup<br>\nIndonesia, which often attends the agency&apos;s meetings on the<br>\nvarious aspects of nuclear energy, claims the agency has no<br>\nprofessional basis for sophisticated nuclear power. The workings<br>\nof the agency runs on the wheels of bureaucracy. The agency<br>\nshould increase its system in all sectors to maximize its form.<br>\nPutting order in all bases should be recognized in the<br>\npreparations of the nuclear power bill.
