Jombang (ANTARA) - Delegates at the 35th Nahdlatul Ulama (NU)\nCongress are discussing the integration of zakat and tax through a\nscheme in which zakat serves as a tax credit.<\/p>\n
The discussion took place during a session of the Bahtsul Masail\nad-Diniyah al-Maudlu\u2019iyyah Commission at the MAN 3 Bahrul Ulum hall in\nTambakberas, Jombang, East Java.<\/p>\n
One of the commission\u2019s formulators, KH Ahmad Yazid Fattah, said in\nJombang on Saturday that from the perspective of Islamic law, there are\nfinancial obligations on a person\u2019s wealth beyond zakat, but their\napplication is subject to specific provisions.<\/p>\n
\u201cHowever, what needs to be noted here is that these financial\nobligations other than zakat are realised in the form of humanitarian\ncontributions. For example, to free prisoners of war, feed the hungry,\nand carry out rescue and relief efforts,\u201d he said.<\/p>\n
He explained that the discussion was part of the delegates\u2019 effort to\nexamine the issue of public financial obligations through the lens of\nIslamic jurisprudence.<\/p>\n
In the forum, delegates also discussed efforts to optimise the role\nof state-owned enterprises (BUMN) as a source of state revenue outside\nthe tax sector.<\/p>\n
In addition to state revenue sources, the session discussed the idea\nof integrating zakat and tax, leading towards a \u201ctax credit\u201d scheme.<\/p>\n
The idea explores the possibility of aligning religious zakat\nobligations with tax obligations as part of an effort to formulate\nequitable state fiscal governance.<\/p>\n
Under current regulations, zakat paid by taxpayers through zakat\ncollection bodies or institutions established or approved by the\ngovernment may be deducted from taxable income.<\/p>\n
The 35th NU Congress is holding a number of commission sessions in\nparallel, including the Bahtsul Masail ad-Diniyah al-Maudlu\u2019iyyah,\nBahtsul Masail ad-Diniyah al-Waqi\u2019iyyah, Bahtsul Masail ad-Diniyah\nal-Qanuniyyah, organisation, programme, and recommendation\ncommissions.<\/p>\n
