        "content": "<p>Finance Minister Purbaya Yudhi Sadewa is still preparing a public\nservice body (BLU) within the Finance Ministry that will become the\noperator of the Jakarta\u2013Bandung high-speed railway, also known as\nWhoosh.<\/p>\n<p>He is targeting the preparations to be completed within the next\nweek. Purbaya has promised to announce to the public the appointment of\nthe Finance Ministry\u2019s BLU or special mission vehicle (SMV) as Whoosh\u2019s\noperator on 15 September 2026.<\/p>\n<p>\u201cJust wait another week, on the 15th,\u201d said Purbaya at the DPR\nbuilding in Jakarta on Monday (7\/9\/2026).<\/p>\n<p>As is widely known, the Ministry of Finance will take over 60% of the\nshares in PT Pilar Sinergi BUMN Indonesia (PSBI), the consortium\ncomprising WIKA, PT KAI, Jasamarga and PTPN III, in order to resolve the\nWhoosh project\u2019s debt problems.<\/p>\n<p>Meanwhile, the 40% stake held by the Chinese company consortium\nremains unchanged, and the PT PSBI consortium will not be dissolved.<\/p>\n<p>The question of Whoosh\u2019s debts has become a recurring polemic over\nrecent periods, as the project\u2019s debt burden has weighed on the\nfinancial balance sheet of PT Kereta Api (Persero).<\/p>\n<p>PT KAI plays the role of lead company in the PT Pilar Sinergi BUMN\nIndonesia consortium, which is the majority shareholder in PT Kereta\nCepat Indonesia China (KCIC), the operator of the Jakarta\u2013Bandung\nhigh-speed railway, better known as Whoosh.<\/p>",
