        "content": "<p>JAKARTA \u2014 The Indonesian Solidarity Party (PSI) has proposed the\nconcept of a fraction threshold (ambang batas fraksi) as an alternative\napproach in discussions regarding the revision of the Electoral Law.<\/p>\n<p>This proposal is considered a middle ground to address the issue of\nparliamentary threshold, which has long been viewed as preventing many\nvoters from being represented in parliament.<\/p>\n<p>PSI Secretary-General Raja Juli Antoni said the concept differs from\nthe parliamentary threshold that has been used to determine which\npolitical parties can enter parliament.<\/p>\n<p>According to Raja Juli, one reason PSI proposes the fraction\nthreshold is that the current parliamentary threshold has proven\nineffective in simplifying Indonesia\u2019s multiparty system.<\/p>\n<p>He believes the system has instead resulted in many voters\u2019 voices\ngoing unaccommodated, as parties receiving votes below the threshold\ncannot enter parliament.<\/p>\n<p>As an alternative, PSI proposes that the threshold be applied to the\nformation of factions within parliament, rather than to political\nparties themselves.<\/p>\n<p>\u201cWhat this means is that several parties (within one faction), let\u2019s\nsay for example, would be required to have a minimum of seven per cent\nor even 10 per cent to form a faction,\u201d Raja Juli added.<\/p>\n<p>According to him, such a scheme could encourage more natural\npolitical consolidation. Parties with ideological proximity would\npotentially join together in one faction to meet the threshold.<\/p>\n<p>\u201cIt would be far more effective if we implement a fraction threshold\nrather than a parliamentary threshold,\u201d he said.<\/p>\n<p>Nevertheless, Raja Juli emphasised that PSI will still abide by the\ndecision made by the House of Representatives in the discussion of the\nElectoral Law revision. He also stressed that the discussion must\ncontinue to refer to the Constitutional Court\u2019s (MK) ruling.<\/p>\n<p>\u201cSo whatever the outcome, we have no problem, but I think the\nguidelines are the Constitutional Court\u2019s decision and secondly, the\nvalue of democracy itself,\u201d he said.<\/p>",
