        "content": "<p>North Sumatra Governor Bobby Afif Nasution says he refused to sign a\nnumber of project submissions from the Regional Apparatus Organisations\n(OPD) of the North Sumatra Provincial Government that were deemed\nillogical and seemingly marked up. Since his declaration of victory in\nthe North Sumatra gubernatorial election by the General Elections\nCommission (KPU) some time ago, many parties have begun approaching him,\nattempting to push through various projects by seeking his approval.<\/p>\n<p>However, several of the submissions angered him because the project\ndocuments reportedly landed on his desk for signing without any prior\npublic briefing. \u2018Some people came to congratulate me, then asked for my\nsignature. I asked, what is this project? Why is it suddenly on my\ndesk?\u2019 Nasution said in a statement.<\/p>\n<p>One project highlighted by Nasution was the physical construction of\na building with an estimated budget of Rp 484 billion. He said the\nproject had never been presented in detail, neither the construction\nconcept nor the budget breakdown. \u2018The building was never explained,\nnever publicised, yet they asked for it to be signed. The value runs\ninto hundreds of billions. I rejected it,\u2019 he said.<\/p>\n<p>Nasution stressed that he would not approve projects without a clear\naudit trail, and that budgets that appear inflated must be scrutinised\nmore tightly to prevent waste or games with projects within the North\nSumatra provincial government. \u2018I do not want to sign if the process is\nnot clear. Everything must be transparent and sensible,\u2019 he\nasserted.<\/p>\n<p>His stance sends a hard signal to OPD within the provincial\ngovernment to stop submitting projects that appear questionable or rely\nsolely on political proximity to obtain budget approval. According to\nNasution, every development programme must genuinely benefit the public,\nnot merely exhaust regional funds.<\/p>",
