        "content": "<p>The North Maluku provincial government is accelerating improvements\nin Minimum Service Standards (SPM) in the education sector by\nstrengthening school quality and teacher capacity. This effort aims to\ncatch up on the current low SPM achievement levels in education. The\ninitiative is being realised through the launch of the Model School\nDevelopment Programme and the Transformational Teacher Programme, which\nwere inaugurated on Saturday (2 May) at the Provincial Education and\nCulture Office, coinciding with the provincial-level National Education\nDay commemoration. North Maluku Governor Sherly Tjoanda Laos stated that\nthe regional government targets raising the education SPM achievement to\n80 from a score of 42 by the end of her leadership term. According to\nSherly, enhancing education services is key to human resource\ndevelopment in the region. \u201cTherefore, we are collaborating with the\nPutera Sampoerna Foundation to improve education,\u201d said Sherly in a\nwritten statement received on Tuesday (5 May 2026). The education SPM\nimprovement programme is being implemented through collaboration between\nthe North Maluku Provincial Government and the Putera Sampoerna\nFoundation as a partner in strengthening education capacity. This\ncollaboration is part of the Innovative Human Resources Programme\ninitiated by the regional government. The launch event was attended by\nthe Head of the Provincial Education and Culture Office, Abubakar\nAbdullah, the Head of the Provincial Inspectorate, Agus Riyanto, Senior\nDirector of the Putera Sampoerna Foundation, Elan Merdy, as well as\neducators from the Sofifi area and surroundings. The cooperation began\nin December 2025 with profiling activities involving 400 teachers and\nschool principals from six schools in Ternate City and Sofifi City. The\nactivity aimed to map the initial conditions of educators as a basis for\ndeveloping more targeted education quality improvement programmes. Elan\nstated that the profiling results serve as a reference for designing\neducation development programmes based on real field needs. \u201cThe\nprofiling activities we have conducted will serve as our reference\n(Putera Sampoerna Foundation) and the North Maluku Provincial Government\nfor planning subsequent education innovation programmes tailored to the\nneeds of teachers, school leaders, and students. So it\u2019s not just\nassumptions,\u201d said Elan. Based on the mapping results, the initial phase\nprogramme will be implemented at SMAN 5 Tidore Islands and SMAN 10\nTernate City as pilot schools. \u201cThese two schools will become pilot\nprojects in Sofifi City and Ternate City,\u201d said Sherly. Through the\nModel School Development Programme or Lighthouse School Programme, the\ngovernment targets comprehensive school quality improvements to serve as\nreferences for other nearby schools. The programme is planned to run for\nthree years until 2028. In addition, the Transformational Teacher\nProgramme is being implemented involving 75 teachers and 20 school\nmanagements from Ternate City, as well as 100 teachers and 21 school\nmanagements from Sofifi City. The programme focuses on strengthening\ndata-based school leadership and improving teacher competencies. \u201cTo run\nthis programme, we need teachers who are committed to continuous\nlearning and school principals who can lead with data. Thus, we can\nbring change to education in North Maluku Province,\u201d said Elan. The\nNorth Maluku Provincial Government views strengthening education SPM as\nthe foundation for sustainable human resource development and supporting\nimproved community welfare in the region.<\/p>",
