North Maluku has overtaken Jakarta as Indonesia's top destination for foreign direct investment in the second quarter of 2026, driven primarily by the mineral processing and downstream sectors. The province attracted IDR 39.5 trillion, highlighting a significant shift in investment flows away from Java towards resource-rich regions like Sulawesi and West Nusa Tenggara. While the government celebrates the growth in downstream investment, particularly in bauxite, it faces pressure to ensure these capital inflows translate into local employment and broader economic benefits for the host regions.

North Maluku Shifts Jakarta as the Main Destination for Foreign
Investment

North Maluku became the largest foreign investment destination in
Indonesia in the second quarter of 2026. Its value reached IDR 39.5
trillion, displacing areas in Java which have dominated investment
flows.

Minister of Mineral Processing and Investment and Head of BKPM Rosan
Roeslani said the surge was mainly supported by investment in the
mineral and downstream sectors.

“The increase in PMA in North Maluku is quite sharp. North Maluku
occupies the first place,” said Rosan at the Presidential Office,
Presidential Palace Complex, Jakarta, Thursday, July 16.

After North Maluku, the largest foreign investment came to DKI
Jakarta and West Java. Central Sulawesi took the next position with a
value of Rp34.4 trillion, followed by East Java.

This change shows that foreign capital flows in the second quarter
are not only held in the economic center of Java Island.
Mineral-producing areas outside Java are actually the main destination
because of the development of smelters and processing industries.

Overall, investment outside Java reached IDR 507.8 trillion
throughout the first half of 2026. The value is slightly larger than
investment in Java of IDR 502.8 trillion.

The share of downstream investment outside Java is also very
dominant. Its value reaches IDR 227.3 trillion or 75.7 percent of all
downstream investments during the first six months of 2026.

Rosan said the projects were widely spread in North Maluku, Sulawesi,
and West Nusa Tenggara.

The mineral sector is still the largest support for downstream
investment with a value of IDR 206.5 trillion. In the second quarter,
bauxite even took the top position, replacing nickel which has dominated
so far.

However, the size of investment does not automatically guarantee
equal benefits for the region. The government must still ensure that the
downstream project absorbs local labor, involves local businesses, and
does not stop at the initial stage of raw material processing.

Rosan said the government wanted investment to continue to grow by
exploring the potential of other areas outside of old economic
centers.
",
