        "content": "<p>JAKARTA, KOMPAS.com - Director of PT Barito Sarana Karya (BSK), Rony\nSugiarto, admitted to continuously depositing money for obtaining the\nOperator Permit (SIO) related to Safety and Occupational Health\nCertificates (K3) within the Ministry of Manpower (Kemenaker).<\/p>\n<p>This was revealed by Rony when examined as a witness in the trial of\nthe alleged extortion case related to the issuance of K3 certificates,\nwhich ensnares former Deputy Minister of Manpower Immanuel Ebenezer\nalias Noel and other defendants at the Corruption Court, on Monday\n(6\/4\/2026).<\/p>\n<p>\u201cAs far as I know, the money was for applying for the SIO,\u201d said Rony\nduring the trial.<\/p>\n<p>Rony stated that this practice had been ongoing for several\nyears.<\/p>\n<p>\u201cThe last one was Rp 250,000 per SIO. As far as I remember, it was\nonce taught by the previous leadership, initially Rp 500,000. After we\nobjected because it was too expensive, it was eventually negotiated down\nto Rp 250,000,\u201d he explained.<\/p>\n<p>Rony admitted that he did not receive direct requests from Kemenaker\nofficials regarding the payment.<\/p>\n<p>\u201cThere was no direct request to me. But what was taught to me by the\nformer leadership was that certificates or SIOs that had been piling up\nthere, the way to retrieve them was to give a certain amount of money to\nKemenaker officials so that the documents could be collected,\u201d he\nsaid.<\/p>\n<p>He added that the documents would not be handed over if the money was\nnot provided.<\/p>\n<p>\u201cBecause if it is not given, the certificates and SIOs are not handed\nover to us,\u201d said Rony.<\/p>\n<p>Former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer\n(Noel) and several Kemenaker officials are accused of receiving Rp 6.5\nbillion from extorting applicants for K3 certificates and licences.<\/p>\n<p>\u201cThat the defendant Immanuel Ebenezer Gerungan together with\nFahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian\nBobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi,\nMiki Mahfud, and Temurila have forced various applicants for K3\ncertification and licences to give money in a total amount of Rp\n6,522,360,000 or at least around that amount,\u201d stated the prosecutor\nwhen reading the indictment on 19 January 2026.<\/p>\n<p>The prosecutor explained that this extortion had been ongoing since\n2021.<\/p>\n<p>In this case, former Wamenaker Noel and associates are alleged to\nhave used the modus operandi of inflating the issuance fees for K3\ncertificates.<\/p>",
