        "content": "<p>JAKARTA, KOMPAS.com - Former Deputy Minister of Manpower (Wamenaker)\nImmanuel Ebenezer alias Noel has denied that he is the main perpetrator\nin the alleged corruption case involving the extortion of occupational\nsafety and health (K3) certification processing.<\/p>\n<p>\u201cHow could it be possible that before Immanuel Ebenezer Gerungan\nbecame Wamenaker, he was positioned as the intellectual actor and main\nperpetrator of the corruption in the aforementioned case,\u201d stated Noel\u2019s\nlawyer, Dede Agung Wardhana, while reading the opening statement at the\ntrial in the Jakarta Corruption Court on Wednesday (29\/4\/2026).<\/p>\n<p>Dede argued that the extortion practices at the core of this case\noccurred long before his client was appointed as deputy minister.<\/p>\n<p>Meanwhile, Noel was inaugurated as Wamenaker on 22 October 2024.<\/p>\n<p>Noel\u2019s camp described this case as \u2018a thief shouting thief\u2019.<\/p>\n<p>According to them, there is a main perpetrator in this case who has\nnot been uncovered by the KPK.<\/p>\n<p>\u201cThere is a main perpetrator who orchestrated, enjoyed, and\nscapegoated many parties, acting as a thief shouting thief who is\ninstead hidden in the indictment of the aforementioned case,\u201d added\nDede.<\/p>\n<p>From ordering the establishment of companies, opening nominee\naccounts, arranging the distribution of extortion proceeds, to enjoying\nthe largest share of this case.<\/p>\n<p>\u201cScapegoating other parties as if he is the cleanest and positioning\nhimself as a victim, playing the victim, possessing more than one\nidentity document which violates the law,\u201d continued Dede.<\/p>\n<p>Noel\u2019s camp emphasised that they will prove the arguments presented\nin the defence process later.<\/p>\n<p>Noel along with several Manpower Ministry officials are accused of\nreceiving Rp 6.5 billion from extorting applicants for K3 certificates\nand licences.<\/p>\n<p>\u201cThat the defendant Immanuel Ebenezer Gerungan together with\nFahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian\nBobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi,\nMiki Mahfud, and Temurila have forced the K3 Certification and Licence\nApplicants to give money in a total amount of Rp 6,522,360,000 or at\nleast around that amount,\u201d stated the prosecutor when reading the\nindictment on 19 January 2026.<\/p>\n<p>The prosecutor explained that this extortion has been ongoing since\n2021 through the modus operandi of inflating the cost of issuing K3\ncertificates.<\/p>",
