        "content": "<p>No talent scouting system in RI: Thumm<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>With a population of about 220 million, Indonesia has the<br>\npotential for international sporting success but lacks a system<br>\nof identifying athletic talent, a German athletic expert said on<br>\nTuesday.<\/p>\n<p>Hans Peter Thumm, speaking to The Jakarta Post after the<br>\nannouncement of the Indonesia-Germany partnership on sports<br>\ndevelopment in Jakarta, said Indonesia had a huge number of<br>\nathletes.<\/p>\n<p>\"But you have no system to find them. And this is why we<br>\n(Indonesia-Germany) are working with schools,\" he said.<\/p>\n<p>Thumm, 55, is in Indonesia for a two-year contract, which<br>\ncould be extended for another two years. The partnership, which<br>\ncoincides but is unrelated to the arrival of German Chancellor<br>\nGerhard Schroeder for a two-day state visit on Tuesday, relates<br>\nto cultural agreements signed in 1985.<\/p>\n<p>Toho Cholik Mutohir, the director-general of sports at the<br>\nMinistry of National Education, told a media conference that the<br>\npartnership would focus on the development of basic sports at<br>\nschools with the main goal of finding talent across the country.<\/p>\n<p>\"Mr. Thumm will work as a consultant for two years. If deemed<br>\nimpressive and successful, we may go for another two years,\"<br>\nToho, who is also deputy chairman of the National Sports Council<br>\n(KONI), said.<\/p>\n<p>Thumm said he would need four years to identify talent, saying<br>\nthe first step to helping develop sports would be to empower the<br>\npeople.<\/p>\n<p>\"I study the situation. Based on the study, data and<br>\ninformation, we will build a four-year strategy, which will be<br>\nrealized point by point.<\/p>\n<p>\"With the strategy, we always start with the education of<br>\npeople as without manpower you can't run any system. That means<br>\nconducting training for teachers, development of programs will be<br>\nthe first step,\" he said.<\/p>\n<p>\"After four years, there will really be development. Once you<br>\nhave established the strategy and the people are educated, then<br>\nyou can go to the second step; that is to select talent<br>\nthroughout the country.<\/p>\n<p>\"We want to start slowly but with quality and end up with the<br>\nresults,\" he added.<\/p>\n<p>Thumm, whose arrival in Jakarta follows a four-year stint in<br>\nMalaysia, said many sports associations were not aware of the<br>\nsignificance of basic sports development with high-level<br>\nperformance.<\/p>\n<p>\"The old saying from international experience is that if you<br>\nwant to produce one Olympic winner in a particular event, you<br>\nneed in this particular event about 700 talents.<\/p>\n<p>\"The broader the base you can build, the more chances you have<br>\nto end up at the top,\" Thumm said.<\/p>\n<p>Thumm's job will involve traveling throughout the country to<br>\nselect between 600 to 700 talented athletes.<\/p>",
