        "content": "<p>No speedy end to parking problems<\/p>\n<p>JAKARTA (JP): Jakartans continue to complain about their<br>\nparking problems while at the same time exacerbating their daily<br>\ndifficulty of finding a spot to leave their vehicles.<\/p>\n<p>And after years of seeking a solution to the city&apos;s parking<br>\ncrisis, the administration has issued no regulations or taken<br>\nsanctions to serve as a guide to law enforcers and violators<br>\nalike.<\/p>\n<p>Last week however, the Central Jakarta mayoralty announced a<br>\nplan to start raids against parking attendants who condone<br>\nillegal parking.<\/p>\n<p>Tugiman Supangkat, secretary of the mayoralty, was reported to<br>\nhave said that in planning the raids priority will be given to<br>\nthe city&apos;s main streets which have become congested because of<br>\nillegal parking.<\/p>\n<p>He added that cars parking in prohibited areas will be towed<br>\nto a pool on Jalan Pemuda in East Jakarta. Owners will have to<br>\ncontact officers in charge of the pool and go through an on-site<br>\nhearing to discuss the sanctions to be imposed for the violation.<\/p>\n<p>Parking attendants advocating illegal parking will also be<br>\napprehended. Tugiman, however, refused to disclose precise plans<br>\nregarding the raids&apos; implementation.<\/p>\n<p>Despite the government&apos;s prolonged attempts to tidy the city&apos;s<br>\nparking mess, many residents are indifferent to existing<br>\nregulations, as is apparent in their carefree attitude toward<br>\nviolating parking regulations, due to the scarcity of parking<br>\nspaces as well as the time spent look for a legal parking spot.<\/p>\n<p>Blatant violations are to be found all around the city.<\/p>\n<p>On Jalan H. Agus Salim, for example, parents going to St.<br>\nTheresia&apos;s private school in Central Jakarta freely park their<br>\ncars alongside the nearby &apos;no parking&apos; signs.<\/p>\n<p>&quot;Why should I bother about jamming traffic when the parking<br>\nattendants are happy with the fee we give them and we are happy<br>\nbecause we can park close to our destination,&quot; Linda, a mother of<br>\ntwo children told the Post while continuing to relish some rujak<br>\nfruit salad in her plush Nissan Cefiro.<\/p>\n<p>Similarly, in the adjacent Jalan Lombok, where both the St.<br>\nTheresia high school and Bellarminus elementary school are<br>\nlocated, is gridlocked at the schools&apos; starting and recess times.<br>\nThe narrow road is packed with food vendors trying to tempt<br>\nwaiting parents as well as drivers.<\/p>\n<p>Vehicles belonging to officials at Jakarta City Hall on Jalan<br>\nMerdeka Selatan in Central Jakarta as well as at the Ministry of<br>\nPublic Works on Jalan Pattimura in South Jakarta are also often<br>\nseen parked in violation of regulations.<\/p>\n<p>Yanis, head of the public relations department at the Central<br>\nJakarta mayoralty, said that a long and arduous road lies ahead<br>\nbefore any rules and regulations could become effective.<\/p>\n<p>&quot;Before we can take any action, we need to assess the results<br>\nof studies conducted by the City Land Transportation Agency,&quot;<br>\nYanis told the Post, referring to the necessary coordination<br>\nbetween the agency, the mayoralty and the Jakarta city police.<\/p>\n<p>The agency is to take stock of and record congested areas as<br>\nwell as erect traffic signs to guide people to obey the rules,<br>\nYanis added.<\/p>\n<p>As Yanis said, however, much still remains to be done; many<br>\npeople at the agency were confused when questioned about the<br>\nstudies mentioned by Yanis.
