No speedy end to parking problems<\/p>\n
JAKARTA (JP): Jakartans continue to complain about their
\nparking problems while at the same time exacerbating their daily
\ndifficulty of finding a spot to leave their vehicles.<\/p>\n
And after years of seeking a solution to the city's parking
\ncrisis, the administration has issued no regulations or taken
\nsanctions to serve as a guide to law enforcers and violators
\nalike.<\/p>\n
Last week however, the Central Jakarta mayoralty announced a
\nplan to start raids against parking attendants who condone
\nillegal parking.<\/p>\n
Tugiman Supangkat, secretary of the mayoralty, was reported to
\nhave said that in planning the raids priority will be given to
\nthe city's main streets which have become congested because of
\nillegal parking.<\/p>\n
He added that cars parking in prohibited areas will be towed
\nto a pool on Jalan Pemuda in East Jakarta. Owners will have to
\ncontact officers in charge of the pool and go through an on-site
\nhearing to discuss the sanctions to be imposed for the violation.<\/p>\n
Parking attendants advocating illegal parking will also be
\napprehended. Tugiman, however, refused to disclose precise plans
\nregarding the raids' implementation.<\/p>\n
Despite the government's prolonged attempts to tidy the city's
\nparking mess, many residents are indifferent to existing
\nregulations, as is apparent in their carefree attitude toward
\nviolating parking regulations, due to the scarcity of parking
\nspaces as well as the time spent look for a legal parking spot.<\/p>\n
Blatant violations are to be found all around the city.<\/p>\n
On Jalan H. Agus Salim, for example, parents going to St.
\nTheresia's private school in Central Jakarta freely park their
\ncars alongside the nearby 'no parking' signs.<\/p>\n
"Why should I bother about jamming traffic when the parking
\nattendants are happy with the fee we give them and we are happy
\nbecause we can park close to our destination," Linda, a mother of
\ntwo children told the Post while continuing to relish some rujak
\nfruit salad in her plush Nissan Cefiro.<\/p>\n
Similarly, in the adjacent Jalan Lombok, where both the St.
\nTheresia high school and Bellarminus elementary school are
\nlocated, is gridlocked at the schools' starting and recess times.
\nThe narrow road is packed with food vendors trying to tempt
\nwaiting parents as well as drivers.<\/p>\n
Vehicles belonging to officials at Jakarta City Hall on Jalan
\nMerdeka Selatan in Central Jakarta as well as at the Ministry of
\nPublic Works on Jalan Pattimura in South Jakarta are also often
\nseen parked in violation of regulations.<\/p>\n
Yanis, head of the public relations department at the Central
\nJakarta mayoralty, said that a long and arduous road lies ahead
\nbefore any rules and regulations could become effective.<\/p>\n
"Before we can take any action, we need to assess the results
\nof studies conducted by the City Land Transportation Agency,"
\nYanis told the Post, referring to the necessary coordination
\nbetween the agency, the mayoralty and the Jakarta city police.<\/p>\n
The agency is to take stock of and record congested areas as
\nwell as erect traffic signs to guide people to obey the rules,
\nYanis added.<\/p>\n
As Yanis said, however, much still remains to be done; many
\npeople at the agency were confused when questioned about the
\nstudies mentioned by Yanis. (14)<\/p>",
