        "content": "<p>No smoking at city offices<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>With little fanfare, Governor Sutiyoso issued an antismoking<br>\ndecree last Tuesday, prohibiting smoking and the sale of<br>\ncigarettes in city administration offices, Deputy Governor Fauzi<br>\nBowo revealed on Thursday.<\/p>\n<p>In an antismoking seminar at the City Hall, Fauzi cited<br>\nGubernatorial Decree No. 11\/2004, which regulates smoke-free<br>\nzones in the offices and special areas for smokers, which are<br>\nfitted with exhaust fans.<\/p>\n<p>&quot;The decree also prohibits the promotion of cigarettes or<br>\ncigarettes as freebies for administration officials and staff,&quot;<br>\nhe said.<\/p>\n<p>World Health Organization consultant Widyastuti Soerojo added<br>\nthat the prohibition did not infringe on the rights of<br>\nindividuals.<\/p>\n<p>&quot;Smoking in public spaces is actually an infringement of the<br>\nbasic right of non-smokers to enjoy clean air,&quot; she said .<\/p>\n<p>Another speaker in the seminar, intern Tjandra Yoga Aditama,<br>\nwho is director of privately owned Persahabatan Hospital,<br>\nrevealed that Indonesians smoked the fifth highest number of<br>\ncigarettes after China, the United States, Japan and Russia.<\/p>\n<p>&quot;The death toll caused by smoking is far greater than that of<br>\nAcquired Immunodeficiency Syndrome (AIDS), traffic accidents,<br>\nsuicides, even homicides... Eight people die every minute from<br>\ndiseases related to smoking,&quot; he remarked.<\/p>\n<p>Last year, Sutiyoso said he was planning a regulation to be<br>\nenforced by the end of 2003 to prohibit smoking in public places,<br>\nsuch as transit lounges, as well as private buildings.<\/p>\n<p>Despite the existence of Government Regulation No. 81\/1999 on<br>\nhealth protection, which regulates no-smoking zones in public<br>\nplaces, buildings and on public transportation, the policy is not<br>\napplied by most government offices, aside from the health<br>\nministry and offices.<\/p>",
