No 'school work' due to budget<\/p>\n

The director of the Jakarta Audit Agency (Bawasda), Firman
\nHutajulu, revealed that construction work on 12 schools across
\nthe city had to be halted due to budgetary constraints as a
\nresult of the misplaced priorities set by the Jakarta Elementary
\nEducation Agency.<\/p>\n
\"It's the agency's fault that the construction work can't be
\ncompleted on scheduled,\" he said at City Hall over the weekend.<\/p>\n
According to Firman, the education agency had started the
\nconstruction work on the schools in 2002.<\/p>\n
\"But it only allocated enough funds for the commencement of
\nconstruction work on four schools only. It also allocated funds
\nfor the renovation of other schools besides the 12,\" he said.<\/p>\n
Firman, however, refused to divulge the sanctions that would
\nbe imposed on the agency's head for the mistake.<\/p>\n
Apparently angered by the report, Governor Sutiyoso criticized
\neducation agency officials.<\/p>\n
\"My subordinates should not made such mistakes ... The
\neducation agency has never reported any problems concerning the
\nconstruction of schools. I only got this information from the
\nmedia,\" he said.<\/p>\n
Sutiyoso promised to immediately continue the work on the new
\nschools. \"If necessary, we will use the city's contingency fund
\nto continue these projects.\"<\/p>\n
Jakarta currently has more than Rp 800 billion (US$92.5
\nmillion) in its contingency fund.<\/p>\n
\"We can use Rp 300 billion out of this for the schools ...
\nthat's what the emergency fund is for,\" the governor said.<\/p>\n
The education agency's deputy head Maman Achdiat denied the
\naudit agency report.<\/p>\n
\"We have the money. We are in the process of appointing (the
\ndeveloper) for the project ... Hopefully, the construction will
\nbe completed this year,\" he said.<\/p>",
