        "content": "<p>No permits for unscrupulous developers, Surjadi warns<\/p>\n<p>JAKARTA (JP): Governor Surjadi Soedirdja has said that the<br>\ncity administration will not give new permits to property<br>\ndevelopers who refuse to construct social and public facilities.<\/p>\n<p>&quot;Please don&apos;t expect us to grant permits for other projects<br>\nbefore you have acknowledged your responsibility and have built<br>\nsocial and public facilities,&quot; he said.<\/p>\n<p>Surjadi was making the statement recently during a ground<br>\nbreaking ceremony marking the start of the development of Oasis<br>\nSquare, a Rp 250 billion (US$ 115 million) integrated building<br>\ncomplex on Jl. Kalilio in the Senen area, Central Jakarta.<\/p>\n<p>Surjadi said that he is aware that some developers might try<br>\nto bend the rules by establishing new companies to cover their<br>\nfailure in honoring obligations to build social and public<br>\nfacilities as stipulated in the city regulations.<\/p>\n<p>In order to tackle such recalcitrant developers, the governor<br>\ngave a directive to the City Planning Office to scrutinize all<br>\napplications from new developers during the annual registration<br>\nperiod.<\/p>\n<p>The existing law states that any developers operating in the<br>\ncity have to register annually at the governor&apos;s office, which<br>\nwill grade them into several groups according to experience.<\/p>\n<p>An article in the law stipulates that developers building<br>\nhousing complexes also have to construct social and public<br>\nfacilities, such as environmental roads, greeneries, places of<br>\nworship, school buildings and sport facilities.<\/p>\n<p>In order to encourage developers to build the social and<br>\npublic facilities, Surjadi said the city administration will<br>\ncooperate with the Indonesian Real Estate Association (REI).<\/p>\n<p>This year the city administration has reprimanded several<br>\nrecalcitrant developers who failed to build the facilities.<\/p>\n<p>In April, East Jakarta Mayor Sudarsono, for example, summoned<br>\n11 real estate developers and temporarily suspended their<br>\npermits. The developers were prevented from acquiring land<br>\ncertificates, building permits or any other documentation because<br>\nthey had failed to provide public facilities and had violated a<br>\nnumber of regulations.<\/p>\n<p>In May the City Council summoned PT Jaya Property, a real<br>\nestate developer.<\/p>\n<p>The developer, which is jointly owned by businessmen and the<br>\ncity administration, reportedly has failed to transfer the<br>\nmanagement of the social and public facilities it has built on a<br>\n50-hectare housing complex in Bintaro, South Jakarta, to the city<br>\nadministration.(03)<\/p>",
