No permits for unscrupulous developers, Surjadi warns<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja has said that the
\ncity administration will not give new permits to property
\ndevelopers who refuse to construct social and public facilities.<\/p>\n
"Please don't expect us to grant permits for other projects
\nbefore you have acknowledged your responsibility and have built
\nsocial and public facilities," he said.<\/p>\n
Surjadi was making the statement recently during a ground
\nbreaking ceremony marking the start of the development of Oasis
\nSquare, a Rp 250 billion (US$ 115 million) integrated building
\ncomplex on Jl. Kalilio in the Senen area, Central Jakarta.<\/p>\n
Surjadi said that he is aware that some developers might try
\nto bend the rules by establishing new companies to cover their
\nfailure in honoring obligations to build social and public
\nfacilities as stipulated in the city regulations.<\/p>\n
In order to tackle such recalcitrant developers, the governor
\ngave a directive to the City Planning Office to scrutinize all
\napplications from new developers during the annual registration
\nperiod.<\/p>\n
The existing law states that any developers operating in the
\ncity have to register annually at the governor's office, which
\nwill grade them into several groups according to experience.<\/p>\n
An article in the law stipulates that developers building
\nhousing complexes also have to construct social and public
\nfacilities, such as environmental roads, greeneries, places of
\nworship, school buildings and sport facilities.<\/p>\n
In order to encourage developers to build the social and
\npublic facilities, Surjadi said the city administration will
\ncooperate with the Indonesian Real Estate Association (REI).<\/p>\n
This year the city administration has reprimanded several
\nrecalcitrant developers who failed to build the facilities.<\/p>\n
In April, East Jakarta Mayor Sudarsono, for example, summoned
\n11 real estate developers and temporarily suspended their
\npermits. The developers were prevented from acquiring land
\ncertificates, building permits or any other documentation because
\nthey had failed to provide public facilities and had violated a
\nnumber of regulations.<\/p>\n
In May the City Council summoned PT Jaya Property, a real
\nestate developer.<\/p>\n
The developer, which is jointly owned by businessmen and the
\ncity administration, reportedly has failed to transfer the
\nmanagement of the social and public facilities it has built on a
\n50-hectare housing complex in Bintaro, South Jakarta, to the city
