        "content": "<p>No new nightspots for 3 mayoralties<\/p>\n<p>JAKARTA (JP): The city administration will not issue<br>\noperational permits for new establishments in South, Central and<br>\nEast Jakarta, an official said.<\/p>\n<p>Deputy Governor for Social Welfare R.S. Museno said yesterday<br>\nthat the three mayoralties are not appropriate for<br>\nestablishments, because they are plotted as residential areas.<\/p>\n<p>The existing number of night spots in the three mayoralties is<br>\nenough, he said.<\/p>\n<p>\"According to a regulation, an establishment cannot be opened<br>\nin a residential area. The city administration plans to uphold<br>\nthe regulation,\" Museno said.<\/p>\n<p>He explained that the city administration will grant permits<br>\nto those intending to open entertainment centers in North and<br>\nWest Jakarta.<\/p>\n<p>There are presently a total of 3,233 establishments in the<br>\ncity, consisting of various entertainment centers such as bars<br>\nand pubs, movie theaters, massage parlors and discotheques.<\/p>\n<p>According to data provided by the city public order office,<br>\nthere are a total of 899 establishments in Central Jakarta, 787<br>\nin South Jakarta and 268 in East Jakarta. In North Jakarta, there<br>\nare 443 establishments, with 836 in West Jakarta.<\/p>\n<p>On Thursday, the head of the city's public order office,<br>\nKusaeni Budiantoro, said that his office will not grant permits<br>\nto new discotheques in the city, because the current number --<br>\n133 -- is adequate for Jakartans.<\/p>\n<p>The decision is expected to be the final effort by the city<br>\nadministration to clean the city's discotheques, as many of them<br>\nhave been used for drug trafficking.<\/p>\n<p>Seventeen discotheques have been warned over Ecstasy deals.<\/p>\n<p>Data from the public order office shows that from April to<br>\nJune this year, 35 discotheques were temporary closed down by the<br>\noffice for violating the regulations.<\/p>\n<p>During a police raid at the Poster cafe conducted two days<br>\nago, hundreds of Ecstasy pills were found scattered on the floor.<br>\nThe raid follows three other recent raids, bringing the total to<br>\nfour this month.<\/p>\n<p>Earlier this week, Governor Surjadi Soedirdja ordered the city<br>\ntourism agency to close down any discotheques caught being used<br>\nfor trafficking Ecstasy pills or other illegal substances.<\/p>\n<p>Museno also said yesterday that the administration would<br>\nprefer to have establishment owners imprisoned for such<br>\nviolations rather than fining them.<\/p>\n<p>\"The Rp 50,000 fine is too small.
