        "content": "<p>No follow-up on TV complaints<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>For parents nowadays, watching TV can be as stressful as<br>\nstruggling through the traffic during peak hours.<\/p>\n<p>\"I constantly worry when watching TV with my son,\" Asterbita,<br>\na 29-year-old mother, said, complaining how acts of sex and<br>\nviolence heavily color television shows at hours when children<br>\nwere still awake.<\/p>\n<p>The young mother is not alone. The Indonesian Broadcasting<br>\nCommission (KPI) has lodged 206 complaints to 11 television<br>\nstations, including state-television TVRI, regarding shows it<br>\nconsidered unethical.<\/p>\n<p>Complaints about sex and sensuality on TV topped the list,<br>\nfollowed by acts of violence, and depictions of the supernatural<br>\nand mysticism.<\/p>\n<p>Despite the existence of KPI as a broadcasting supervisor<br>\nresponsible for program standards, the quality of television<br>\nshows has not improved.<\/p>\n<p>\"We have so far not imposed any sanctions against any<br>\ntelevision stations that have been the target of complaints from<br>\nviewers because they question the legal basis of our authority to<br>\ndo so,\" KPI chairman Victor Menayang said on Monday.<\/p>\n<p>Victor added that the commission's failure so far to fully<br>\nimplement its national standards for broadcast programs had<br>\ncontributed to the fact that until now little had changed in<br>\nterms of the quality of aired television shows.<\/p>\n<p>\"The public may not have seen any significant difference on<br>\nour TV shows yet because current regulations hamper any follow-up<br>\nmeasures on their complaints from being taken,\" he said.<\/p>\n<p>However, as soon as the commission was given enforceable<br>\nregulations, then it would follow up on complaints accordingly.<br>\n\"Of course, we will have to consider whether or not the<br>\ncomplaints are actually valid,\" Victor added.<\/p>\n<p>KPI standards ban television stations from airing footage that<br>\ndepicts kissing, sexual intercourse and other sensual acts, acts<br>\nconveying sexual desire, explicit violence and complete<br>\nreconstructions of crimes.<\/p>\n<p>However, it still permits television broadcasters to air<br>\n\"programs for adults\" after 10 p.m.<\/p>\n<p>Law No. 32\/2002 on the broadcasting industry allows the KPI,<br>\nas the country's broadcasting regulator, to order television<br>\nstations to pull shows that the commission considers<br>\ninappropriate, and to revoke the broadcasting licenses of<br>\ntelevision stations.<\/p>\n<p>Separately, Minister of Communications and Information Sofyan<br>\nA. Djalil said that the long-awaited regulations on broadcasting<br>\nwould be issued in a few weeks.<\/p>\n<p>\"We are still seeking to reach an agreement with the Jakarta<br>\nStock Exchange and Bapepam (Capital Market Supervisory Agency) on<br>\nregulations concerning share ownership of television stations,\"<br>\nhe said.<\/p>\n<p>Sofyan added that his ministry would support any authority<br>\ngiven to the KPI, including its right to impose sanctions on<br>\noffending television stations.<\/p>\n<p>\"We encourage people to file their complaints through the<br>\nKPI,\" Victor said, adding that the public could have access to<br>\ncopies of the broadcasting program standards at the KPI head<br>\noffice or through its website.<\/p>\n<p>Further complaints can be addressed to the KPI's head office<br>\nat the BAPETEN building, 6th floor, Jl.
