The Jakarta Regional House of Representatives (DPRD) has confirmed that no funds have been allocated in the regional budget for the construction of new flats, with the current fiscal focus remaining on revitalising existing housing stock. Commission D Chair Yuke Yurike cited fiscal constraints as the reason for prioritising repairs to make current units habitable again. The council is exploring alternative funding schemes outside the budget, including leveraging regional assets and central government programmes, to address the urgent need for vertical housing in the capital.

The Chair of Commission D of the DKI Jakarta DPRD, Yuke Yurike, has
stated that there is currently no budget allocation in the Regional
Budget (APBD) for the construction of new flats (rusun). Budget
discussions remain focused on revitalising existing flats to make them
habitable again for residents. Yuke explained that Commission D has yet
to receive detailed plans for new flat construction, including targets
for 2027. According to her, fiscal constraints mean the government must
prioritise repairing housing stock whose condition has deteriorated.
“What has been planned is revitalisation. As for building new flats, we
have not received any information because the budget is also limited,”
Yuke said when contacted on Tuesday (30/6). Despite this, Yuke stressed
that Commission D continues to encourage the addition of flats through
schemes outside the APBD, including utilising assets owned by the DKI
Provincial Government and central government programmes. She noted that
the provision of vertical housing remains an urgent need because Jakarta
no longer has space to develop landed houses. She also opened up
opportunities for area development with a mixed-use concept, such as
markets or sports centres integrated with flats. Yuke affirmed that
Commission D is pushing for the equitable distribution of flat
construction across Jakarta’s five administrative cities, arguing that
the need for vertical housing is not concentrated in specific areas but
must be tailored to the needs of communities throughout the city.
",
