        "content": "<p>Nine West Java legislators sworn in<\/p>\n<p>Yuli Tri Suwarni<br>\nThe Jakarta Post<br>\nBandung<\/p>\n<p>West Java provincial legislative council chairman Eka Santosa has <br>\nsworn in nine new council members to replace those who retired <br>\nand others who had been transferred to the Banten legislature <br>\nfollowing the formation of Banten province last January.<\/p>\n<p>The inauguration was conducted in the provincial legislature's <br>\nplenary session here on Monday.<\/p>\n<p>Seven legislators replaced those who were transferred to <br>\nBanten while the remaining two succeeded two military <br>\nrepresentatives who have reached their mandatory pension age of <br>\n55.<\/p>\n<p>The new legislators are: Tatang Asranul Hakim, Yusuf Ridwan, <br>\nMochamad Sufki Ma'mun and Syafrudin, all from the United <br>\nDevelopment Party (PPP); Tatang Hendir, Muhammad and Qudrat, from <br>\nthe Golkar Party; Rachmat Kurni of the National Mandate Party <br>\n(PAN) and Army Col. Sutisna Kamadipura and Lt. Col. Hermansyah.<\/p>\n<p>So far, the Indonesian Democratic Party of Struggle (PDI <br>\nPerjuangan) and the Crescent Star Party (PBB) have yet to name <br>\ntheir candidates to fill the nine remaining seats due to <br>\nadministrative problems and internal conflicts.<\/p>\n<p>Eka called on the two parties to submit their candidates' <br>\nnames immediately to allow the legislature to complete its agenda <br>\nthis year.<\/p>\n<p>\"The deliberation of many draft laws could not be completed <br>\nbecause of the 18 vacant seats over the last three months,\" he <br>\nsaid.<\/p>\n<p>The local chapter of PDI Perjuangan has been divided by a <br>\nserious internal row over who should be nominated to replace its <br>\nlegislators.<\/p>\n<p>Eka called on the existing 91 members to get ready to <br>\ndeliberate the province's 2002 draft budget that would be <br>\nsubmitted by the governor to the legislative council in the near <br>\nfuture.<\/p>\n<p>Daud Gunawan, a member of the legislature's Commission B on <br>\neconomic affairs, said his commission had canceled a number of <br>\ndecisions because of the eight vacant seats.<\/p>\n<p>\"The commission's agenda has been disturbed following the <br>\ntransfer of eight commission members to Banten province and we <br>\nare running short of colleagues to discuss numerous problems,\" <br>\nDaud Gunawan said on Saturday.<\/p>\n<p>Rudi Harsa Tanaya, chairman of the PDI Perjuangan faction, <br>\nsaid his faction had lost eight seats and it had affected the <br>\nfaction's performance.<\/p>\n<p>\"Of the remaining 22 members, not all of them are active as <br>\nsome have been assigned to several special committees,\" he said.<\/p>\n<p>Rudi admitted the local chapter of the PDI Perjuangan was a <br>\nbit late in proposing names to fill the vacant seats following <br>\nthe recent death of a PDI Perjuangan legislator.<\/p>",
