        "content": "<p>Night spots' guidelines for next month issued<\/p>\n<p>JAKARTA (JP): Entertainment spots in the city would be allowed<br>\nto open during the upcoming festive seasons, including Ramadhan<br>\nfasting month, but under limited operating hours in the evening.<\/p>\n<p>The places such as nightclubs, discotheques, massage parlors,<br>\nsteam baths, bars, pubs, coffee shops and karaoke halls are only<br>\nobliged to stop operation one day before and the first day of<br>\nRamadhan, on Christmas Day and one day prior to, during and after<br>\nIdul Fitri.<\/p>\n<p>On the remaining days, the operators of the night spots are<br>\nfree to run their operation under limited business hours every<br>\nday, including Saturday nights and public holidays.<\/p>\n<p>The decision stated in a circular signed by Governor Sutiyoso<br>\nand issued on Friday is obviously different from last year's<br>\nguidelines when the city banned all entertainment spots in the<br>\ncapital from operating for the first two weeks of Ramadhan.<\/p>\n<p>Governor Sutiyoso on Friday said the new rules were made \"on<br>\nthe basis of the people's aspirations\".<\/p>\n<p>According to the decree, nightclubs and discotheques would be<br>\nallowed to operate from 9 p.m. to 2 a.m., steam baths and massage<br>\nparlors and the like from 7 p.m. to 11 p.m., live music or live<br>\ntraditional art performance halls, bars, pubs, coffee shops and<br>\nclubs for four hours beginning from 8 p.m.<\/p>\n<p>The guideline also applies to all star-hotels that also have<br>\nsimilar businesses on their property here.<\/p>\n<p>\"I ask for the understanding of all operators of the<br>\nentertainment spots and food establishments to follow the<br>\ncircular accordingly,\" Governor Sutiyoso told media.<\/p>\n<p>Those who are found guilty of violating the guidelines would<br>\nbe charged under the existing laws, the circular said.<\/p>\n<p>Meanwhile, the city administration would as usual temporarily<br>\nprohibit sex transactions at the Kramat Tunggak red light<br>\ndistrict in North Jakarta, during the Ramadhan month which is<br>\nestimated to start on Sunday.<\/p>\n<p>The closure of the place which is home to 1,600 prostitutes is<br>\nto \"go with the Ramadhan atmosphere in the capital\", a senior<br>\nofficial at the city's social welfare agency, Waluyo, said.<\/p>\n<p>\"Our staff will keep their watchful eyes on the place to<br>\nguarantee that the inhabitants do not practice prostitution,\" he<br>\nsaid.<\/p>\n<p>According to Waluyo, the prostitutes are allowed to stay on at<br>\nthe complex during the Muslim holy month.<\/p>\n<p>The country's oldest prostitution complex located near the<br>\nbusy Tanjung Priok port would be reopened again on Jan. 25.<br>\n(ylt\/ind)<\/p>",
