        "content": "<p>NGOs sue govt over security breakdown<\/p>\n<p>JAKARTA (JP): Non-governmental organizations filed a class<br>\naction lawsuit against the government yesterday over lax security<br>\nduring the May riots.<\/p>\n<p>Lawyer Ester Jusuf said the suit was filed in the Central<br>\nJakarta District Court against the Minister of Defense and<br>\nSecurity\/Armed Forces Commander, the National Police Chief, the<br>\nJakarta Police Chief and the Central Java Police Chief.<\/p>\n<p>\"The state neglected its responsibility to provide security<br>\nand protection to its citizens,\" Ester told a media conference at<br>\nthe Indonesian Legal Aid and Human Rights Association (PBHI) in<br>\nCentral Jakarta.<\/p>\n<p>Ester said the plaintiffs were Solidaritas Nusa Bangsa, PBHI,<br>\nthe Institute for Policy Research and Advocacy, the Jakarta<br>\nSocial Institute and the Indonesian Lawyers Union.<\/p>\n<p>Ester, who is a lawyer with the Jakarta Legal Aid Institute,<br>\nsaid the plaintiffs were demanding that Rp 2.5 trillion in<br>\ncompensation for material losses and Rp 50 trillion for non-<br>\nmaterial losses be paid to the people.<\/p>\n<p>The plaintiffs also demanded that the government publicly<br>\napologize for failing to provide adequate protection to its<br>\ncitizens. The apology must be televised and carried in 10<br>\nnational newspapers and 15 local or provincial newspapers.<\/p>\n<p>The plaintiffs were represented by 10 lawyers including Imelda<br>\nNapitupulu, Veronika Purwaningsih, Abdul Hakim Garuda Nusantara,<br>\nR.
