NGOs, local govts to get bulk of CGI grants<\/p>\n
Local non-governmental organizations (NGOs) and local
\nadministrations will get the bulk of the grants and technical
\nassistance facilities worth US$400 million that were pledged by
\nforeign donors Wednesday.<\/p>\n
Office of the Coordinating Minister for the Economy spokesman
\nMahendra Siregar told The Jakarta Post on Thursday that the
\nfacilities would be used to promote good governance, foster
\njudicial reform and improve human resources.<\/p>\n
He said detailed activities would include training, research,
\nand surveys carried out in support of the above objectives.<\/p>\n
\"We expect that the aid can help encourage the wide-ranging
\neconomic and political reforms that are currently underway,\" said
\nMahendra.<\/p>\n
The country's traditional donors grouped in the Consultative
\nGroup on Indonesia (CGI) promised to provide the country with
\nsome $2.7 billion in fresh loans. But on top of that, the donors
\nalso agreed to provide grants and technical assistance
\nfacilities.<\/p>\n
The amount of the grants and technical assistance for 2003 was
\nlower than in 2001, when the figure reached $586 million.<\/p>\n
Most of the 2001 grants were disbursed to finance the campaign
\nfor the protection of natural forests, to improve the legal and
\njudicial system, poverty reduction studies and training, the
\nanticorruption campaign, and to improve the skills and
\nprofessionalism of public servants in the regions, which had just
\nbeen granted autonomy by the central government.<\/p>\n
Mahendra said that the facilities would be directly disbursed
\nto the relevant NGOs and local governments without the
\nintervention of the central government. --JP<\/p>",
