NGO wants centers for vulnerable children<\/p>\n
JAKARTA (JP): The government should establish shelters in
\nevery regency for children needing legal protection, a non-
\ngovernmental organization said over the weekend.<\/p>\n
A shelter would provide refuge for street children, those who
\nare neglected and abused by parents and, most importantly, minors
\nremanded in custody by court decision.<\/p>\n
Children in general commit crimes due to economic pressure,
\nimpulse or through wishing to be part of a group, Hindasih
\nSyafarudin, a member of the Children Protection Team, said.<\/p>\n
"We should ask their motivation first before we decide that
\nthey should go on trial," she said. "A foundation for children's
\nprotection would be necessary to do the examination."<\/p>\n
Hans E. Kawulusan, another executive of the Children
\nProtection Team, said protection of children's rights was
\nimportant as they were the focus of development and would be
\nfuture leaders.<\/p>\n
Indonesia is a signatory of the UN convention on children's
\nrights listing about 30 items, including protection from
\ndiscrimination, punishment, abuse, neglect and exploitation, and
\nthe rights to legal assistance.<\/p>\n
It states in chapter 42 that every country must foster and
\nmonitor the implementation of the convention. Indonesia has
\nadapted it into several regulations.<\/p>\n
Damanhuri Rosadi, another member of the Children Protection
\nTeam chairperson, said there was still lack of understanding
\nabout children's rights defined under the child welfare law.<\/p>\n
"The implementation has not been executed wholly," Damanhuri
\nsaid. "Children's rights have not been socially accepted." (09)<\/p>",
