Residents of Ngemplaksari in Bantul have appealed to the regent after their land was unexpectedly included in the Piyungan industrial zone, halting property sales. The local land agency confirmed it has submitted a review request to the national ministry but awaits approval, leaving the land status unchanged despite residents' claims of being far from the industrial area.

Several residents from Ngemplaksari, Srimulyo, Piyungan, Bantul,
visited the Bantul Regent’s Official Residence after their land was
unexpectedly included in the Piyungan industrial zone. The Bantul
Regency Land and Spatial Planning Agency (Dispertaru) stated it had
requested a review of the Detailed Spatial Plan (RDTR) to change the
zoning.

Widayat, a representative of Ngemplaksari RT5 residents whose land
was included in the industrial zone, said the group sought an audience
with Regent Abdul Halim Muslih to request the removal of 14 plots of
land from the industrial zone. When the regent was unavailable, they met
with Dispertaru Secretary Agus Muji Hartono.

‘We visited the regent to request the removal of 14 plots, including
my own, from the Piyungan industrial zone,’ Widayat told reporters at
the regent’s Official Residence in Trirenggo, Bantul, on Friday, 29 May
2026.

He said the 14 plots, covering 1.6 hectares, belong to 14 residents
of Ngemplaksari RT5. The residents only discovered their land was in the
industrial zone when attempting to sell it.

‘Potential buyers were ready, but the industrial zone status halted
the sale. The land is actually 500 metres to one kilometre away from the
industrial area,’ he added.

This uncertainty caused buyers to hesitate and delay paying
deposits.

‘We also approached the Kalurahan, but they said it’s a regency-level
issue, hence our visit here. We ask the regent to reclassify the land as
non-industrial,’ Widayat said.

Regarding the regency’s response, Agus Muji Hartono explained that
changing zoning requires a formal process, especially once the RDTR is
established.

‘When the RDTR is set, a review is necessary. In March, we submitted
three RDTR reviews to the Ministry of ATR/BPN, including the eastern
Bantul RDTR covering the residents’ land,’ Agus said.

He added that the Dispertaru has yet to receive a response from the
ministry, so it cannot alter the land status.

‘Currently, there is no response from the ministry on whether the
review will be approved,’ he stated.

The only way to remove the land from the industrial zone is through
an RDTR review.

‘The only solution is to revise the RDTR. The eastern Bantul RDTR,
including Piyungan, has been established via regency regulation and is
integrated with the Online Single Submission (OSS) system,’ he said.
",
