Despite his convincing victory, West Java governor-elect Danny
\nSetiawan is facing a vote of no-confidence from councillors and
\nactivists, who have questioned his eligibility due to his link to
\npast corruption cases.<\/p>\n
Leading the move against his election on Friday were the
\nassociation of regental legislative speakers of West Java's north
\ncoast and a coalition of non-governmental organizations called
\nthe West Java Anti-Corruption Alliance (AAJB).<\/p>\n
They have asked the government to probe a past corruption case
\nthat allegedly implicates Denny and the possibility of money
\npolitics during the election on Thursday.<\/p>\n
"It's hard to accept with an open heart that Danny Setiawan
\nand (deputy governor-elect) Nu'man Abdul Hakim won the race. They
\nhave been elected through a mechanism that is undemocratic and is
\nfull of KKN," said Iwan Hendrawan, who chairs the legislative
\nspeakers' association of Cirebon and surrounding areas. He was
\nreferring to corruption, collusion and nepotism (KKN).<\/p>\n
The association was established to criticize policies from
\nexecutives at the regental, municipal and provincial levels.<\/p>\n
Iwan, who is also the speaker of the Indramayu legislature,
\nsaid that members of the West Java provincial legislature
\ncommonly practiced KKN. He recalled the Rp 25 billion (US$2.7
\nmillion) incentives last year and the misuse of humanitarian aid
\nfor victims of the Mount Papandayan eruption earlier this year,
\nboth of which had involved the West Java councillors.<\/p>\n
"It is very unlikely that KKN practice was absent during the
\ngubernatorial election," he said.<\/p>\n
He also said Danny was involved in the disbursement of
\nquestionable financial incentives given to West Java councillors
\nin his capacity as the provincial secretary.<\/p>\n
AAJB spokesman Harlans M. Frachra concurred, saying that the
\nincentives scandal was now being investigated by the provincial
\nprosecutors' office.<\/p>\n
Kurdi Moekri of the United Development Party (PPP) and Suyaman
\nof the Golkar Party, who are deputy speakers of the legislature,
\nand former councillor Suparno have been named as suspects in the
\ncase.<\/p>\n
"Danny was the provincial secretary who signed the
\ndisbursement of the incentives, which were demanded by the
\ncouncillors. He actually had the authority to reject the demand,"
\nHarlans told reporters.<\/p>\n
Danny and Nu'man, from Golkar and PPP respectively, won 49
\nvotes in the election, beating Indonesian Democratic Party of
\nStruggle (PDI Perjuangan) candidate Maj. Gen. (ret) Tayo Tarmadi
\nwho matched Rudy Harsa Tanaya by 10 votes.<\/p>\n
PDI Perjuangan, the largest faction with 30 seats, lost the
\ngubernatorial post despite support the from National Awakening
\nParty (PKB) faction, which has 12 seats.<\/p>\n
Sources said three PDI Perjuangan councillors voted for other
\nparty's candidates, while all 11 members of the military and
\npolice faction abstained.<\/p>\n
But West Java PDI Perjuangan secretary Uha Maulana Yusuf
\ndenied the report, saying that all the 30 members of the faction
\nvoted for their candidate. He claimed several PKB members had
\nvoted for other candidates.<\/p>\n
Separately, reliable sources said that PDI Perjuangan and PKB
\nwould pressure the chief of the provincial prosecutor's office to
\ndeclare Danny a suspect in the financial incentives scandal.<\/p>",
