        "content": "<p>New team to draw up poll code of conduct<\/p>\n<p>JAKARTA (JP): The General Elections Commission (KPU) has set<br>\nup a seven-member team, called the Team of Seven, to make a draft<br>\nelectoral code of conduct and stipulate internal rulings.<\/p>\n<p>Commission chairman Rudini said it selected seven names from<br>\nthe 53-member commission to form the small team on the issues.<\/p>\n<p>&quot;This is led by Djuhad Mahja of the United Development Party<br>\n(PPP),&quot; he said after presiding over the commission&apos;s plenary<br>\nsession on Monday.<\/p>\n<p>Members are Agus Miftach of the Indonesian People&apos;s Party<br>\n(Pari), Rasidi of the Solidarity for Indonesian Workers Union<br>\n(SPSI), Yakob Tobing, deputy chairman of the Indonesian<br>\nDemocratic Party of Struggle (PDI Perjuangan), Hasballah of the<br>\nNational Mandate Party (PAN), Mustafa Kamal of the Justice Party<br>\nand Bambang Sulistomo of Indonesian Democratic Alliance Party<br>\n(PADI).<\/p>\n<p>He said the team would take into consideration drafts proposed<br>\nseparately by the United Development Party and political expert<br>\nAndi A. Mallarangeng, who is also a member of the commission, in<br>\ndrawing up the code of conduct.<\/p>\n<p>&quot;The team will present the two drafts before the commission<br>\nmeeting tomorrow,&quot; Rudini added.<\/p>\n<p>Rudini said the commission also decided to ask governors,<br>\nregents and majors to postpone establishing provincial and<br>\nregional election committees until the National Elections<br>\nCommittee (PPI) is set up.<\/p>\n<p>KPU is assigned to prepare the elections and establish the<br>\nPPI, which answers to the commission.<\/p>\n<p>&quot;All provincial and regional election committees that have<br>\nbeen set up must be disbanded because it is against the general<br>\nelection law,&quot; he said.<\/p>\n<p>The law states the PPI must be established before the lower<br>\nlevel committees. Rudini added several provinces establishedtheir<br>\nelection committees without any consultation with the election<br>\ncommission.<\/p>\n<p>Given the limited time before the June polls, Minister of Home<br>\nAffairs Syarwan Hamid, who also chaired the disbanded general<br>\nelection institute, asked governors last month to help the KPU<br>\nestablish local election committees.<\/p>\n<p>The 1999 law on general elections states the<br>\nchairman, deputies, secretary and members of the National<br>\nElection Committee are chosen from representatives of the<br>\ngovernment and political parties on the commission.<\/p>\n<p>During Monday&apos;s plenary session, Rudini also took the oath of<br>\nBambang Sulistomo of the Indonesian Democratic Alliance Party<br>\n(PADI) and Hendrik Kwok of People&apos;s Democratic Party (PRD) as<br>\ncommission members.<\/p>\n<p>Hendrik, Bambang and Sri Bintang Pamungkas, chairman of the<br>\nIndonesian Uni-democracy Party (PUDI), refused to be sworn in by<br>\nPresident B.J. Habibie at Merdeka Palace last Friday.<\/p>\n<p>Arso, a representative of Bintang at the plenary session, was<br>\nasked to leave the meeting because the commission members could<br>\nnot be delegated.<\/p>\n<p>In Purwokerto, Central Java, Andi A. Mallarangeng said the<br>\nfirst part of 87 regulations on the polls would be issued on<br>\nvoter registration, money politics and the political campaign<br>\nscheduled from May 18 through June 4.<\/p>\n<p>He said the regulations could not be issued simultaneously<br>\nbecause of lack of personnel on commission.<\/p>\n<p>Meanwhile, Ichlasul Amal, rector of Yogyakarta-based Gadjah<br>\nMada University, charged the commission&apos;s plan to bar mass<br>\nmobilizations during campaigning was unfavorable to new parties.<br>\n(44\/45\/rms)<\/p>",
