        "content": "<p>New system for air tickets<\/p>\n<p>JAKARTA (JP): Domestic travelers will enjoy greater freedom in<br>\nchoosing who they fly with next year by using endorsable tickets<br>\nissued by any of the country's six scheduled airlines.<\/p>\n<p>The new domestic ticketing system will be provided under an<br>\nagreement signed by the six airlines yesterday.<\/p>\n<p>The agreement on the endorsable ticketing system was signed by<br>\nthe chairman of the Indonesian Air Carriers Association, Soelarto<br>\nHadisumarto, the International Air Transport Association's<br>\ngeneral manager for Indonesia, Djuarsa Joedadibrata, and Bank<br>\nCentral Asia (BCA) president Abdullah Ali.<\/p>\n<p>Soelarto said BCA would act as the coordinator or clearing<br>\nbank for the billing system of the scheme to start in January.<\/p>\n<p>\"We still have to prepare travel agents and computer systems<br>\nfor the new ticketing system,\" he said.<\/p>\n<p>The six airlines, Garuda Indonesia, Merpati Nusantara<br>\nAirlines, Bouraq Indonesia, Mandala Airlines, Sempati Air and<br>\nDirgantara Air Service, began discussing the idea of endorsable<br>\ntickets about two years ago in a bid to end their price war.<\/p>\n<p>But the scheme's implementation was delayed several times<br>\nafter the airlines signed a preliminary agreement in November<br>\n1995. The problems affecting the introduction of the system were<br>\nmainly technical, including the validity of endorsable tickets,<br>\nbaggage handling, insurance, accounting systems, documentation<br>\nand billing.<\/p>\n<p>Soelarto said that rules for the new system would be drafted<br>\nsoon because endorsable tickets, to be sold only by travel<br>\nagents, could not be discounted and, therefore, their prices<br>\nwould be higher than non-endorsable tickets.<\/p>\n<p>Minister of Transportation Haryanto Dhanutirto, who witnessed<br>\nthe agreement at his office, said yesterday that any companies<br>\nfound violating the system would face a service route cut as the<br>\ntoughest sanction.<\/p>\n<p>He refused to give further details.
