Tangerang Regent Ismet Iskandar reportedly swore in on Monday 77
\nvillage chiefs as acting subdistrict heads amid a controversy
\nover a bylaw on transforming village administrations into
\nsubdistrict governments.<\/p>\n
Bylaw No. 14\/2004 has not yet been enforced by the Banten
\nprovincial administration.<\/p>\n
The swearing-in ceremony took place behind closed doors at the
\nPondok Cabe Udik subdistrict office in Pamulang district,
\nTangerang.<\/p>\n
The regent's decision to change the status of the village
\nchiefs, who are traditionally elected by residents and not
\naccountable to the regent, raised eyebrows among some members of
\nthe regency council.<\/p>\n
\"I do not understand what is actually happening. It seems
\nthat everything was done in a hurry without considering the
\nlegal aspects or the wishes of the people,\" councillor Basuki
\nRahardjo of the Lintas Lima faction told The Jakarta Post.<\/p>\n
\"The inauguration was definitely against the law,\" he added.<\/p>\n
Dakaudin of the council's Commission A for regional
\nadministrations said he received an invitation to the swearing-in
\nceremony over the weekend.<\/p>\n
\"I was surprise by the invitation. There are no legal grounds
\nfor the inauguration,\" he said.<\/p>\n
However, Ismet said all he had done was issue decrees on the
\nnew status of the village heads, not inaugurate them as
\nsubdistrict heads.<\/p>\n
\"Also, we do not have to wait for the governor to enforce the
\nbylaw because that requirement was revoked in the law on regional
\nautonomy, which gives more authority to us to issue our own
\nbylaws,\" he said.<\/p>",
