        "content": "<p>New structures in Spratlys: RP<\/p>\n<p>MANILA (AFP): New structures are being erected on an<br>\nuninhabited reef in the Spratly Islands in the South China Sea,<br>\nPhilippine Defense Secretary Orlando Mercado said on Tuesday.<\/p>\n<p>But he said he did not know which country was building them.<br>\n&quot;We have not yet confirmed if it is the Chinese or the Vietnamese<br>\nwho are building the structures,&quot; he told reporters.<\/p>\n<p>The structures, resembling the steel skeletons of buildings<br>\nunder construction, are rising on the Lizzie Weper reef, located<br>\nwithin an area of the Spratlys claimed by the Philippines, he<br>\nsaid.<\/p>\n<p>The reef, also called Magsaysay reef by the Philippines, is<br>\nabout 215 nautical miles from the western Philippine island of<br>\nBalabac and is surrounded by three of the Spratly islands<br>\noccupied by Vietnam.<\/p>",
