        "content": "<p>New regulations issued to speed up exports<\/p>\n<p>JAKARTA (JP): Minister of Finance Mar'ie Muhammad has raised<br>\nthe maximum value of goods or parcels that can be exported<br>\nwithout using the Export Notification Form from Rp 1 million to<br>\nRp 10 million (US$4,500).<\/p>\n<p>The new measure, designed to facilitate exports, notably those<br>\nof small firms, is stipulated in one of three decrees issued by<br>\nthe minister on Monday.<\/p>\n<p>The new ruling, Decree No.87\/KMK\/1995, stipulates the items<br>\nincluded in the goods or parcels worth up to Rp 10 million which<br>\ncan be exported without using the Export Notification Form. They<br>\nare goods belonging to travelers, persons moving overseas and<br>\nborder-crossers; diplomatic bags; goods for religious, sports and<br>\ncultural and humanitarian missions, items for surveys, as well as<br>\nexhibition materials, repair goods and commercial samples.<\/p>\n<p>Decree No.89\/KMK\/1995 exempts metal boxes and crates<br>\nclassified under the postal tariff of the Harmonized System for<br>\npackaging export goods, from import duty and other import levies.<\/p>\n<p>In another ruling, Decree No.88\/KMK\/1995, the finance minister<br>\nstipulates that companies located in industrial estates can apply<br>\nfor the Private Entrepot Facility for Export even though their<br>\nplants are still under construction.<\/p>\n<p>Applicants are required only to produce written statements<br>\nfrom the management of the industrial estates certifying the<br>\nlocation of their plant projects.<\/p>\n<p>The decree says that when their plants have been completed and<br>\nare ready to begin production, the investors can ask for the<br>\nlocal customs and excise duty inspector to make a spot check.<\/p>\n<p>If the spot check concludes that the plants are indeed ready<br>\nfor operation, the inspector will immediately assign customs<br>\nofficers to supervise activities at the Private Entrepot for<br>\nExport.<\/p>\n<p>Previously, only companies which had started production were<br>\nallowed to apply for the facility.<\/p>\n<p>The three rulings became effective as of Feb. 14, according to<br>\nAgus Haryanto, chief of the legal and public relations bureau of<br>\nthe finance ministry.
