The Working Committee on the Draft Law on the National Education
System, or RUU Sisdiknas, has stated that it has finalised the draft
bill. Committee Chair Hetifah Sjaifudian said the draft RUU Sisdiknas
consists of 16 chapters and 257 articles.

Among the hundreds of articles, Hetifah said, there are a number of
new provisions, such as those concerning the expansion of compulsory
education, the protection of students and teaching staff, the
strengthening of education funding, and education governance.

“One of the most important milestones today is that if each fraction
has given its approval, we can submit this draft to the Legislative
Body,” said Hetifah during a working meeting of Commission X on
Wednesday, 8 July 2026.

Regarding the expansion of compulsory education, Hetifah said there
is a new provision in the RUU Sisdiknas that extends the compulsory
education programme to 13 years. The extension is achieved by
incorporating early childhood education (PAUD) into the total
duration.

The bill, according to Hetifah, also adds technology and Pancasila
content, strengthens character education in the curriculum, enhances
inclusive education for persons with disabilities, and retains local
content. “The use of information technology for education governance is
also something new that was not in the previous law,” she said.

Commission X, Hetifah said, has also added a provision in a new
chapter, namely on the prevention and handling of violence in
educational institutions.

Under this provision, the prevention and handling of physical,
psychological, and sexual violence, as well as discrimination, will be
regulated. This includes a protective approach towards teaching staff.
As for funding, she affirmed that the mandatory spending provision
requiring a minimum of 20 per cent of the budget for education is also
regulated in this latest draft of the RUU Sisdiknas.

She also assured that the drafting process for the RUU Sisdiknas has
been lengthy, beginning in January 2025 with hearings and public
consultations with various relevant parties. “So what we have done has
actually been quite long and swift,” said the Golkar Party
politician.
",
