        "content": "<p>New protest sparks up in Kampar<\/p>\n<p>Puji Santoso, The Jakarta Post, Kampar<\/p>\n<p>New rounds of protests have broken out in Kampar regency on<br>\nThursday following a report that a minister had given his<br>\napproval for ousted Kampar Regent Jefri Noer to resume office.<br>\nThe protesters came from two different camps; one group<br>\nsupporting the minister's decision, the other opposing it. Each<br>\ngroup consisted of around 20 people.<\/p>\n<p>The protest began in the morning as councillors at Kampar<br>\nregental council were holding a meeting to discuss a report<br>\nconcerning the minister's decision.<\/p>\n<p>Fearing possible violent clashes, police personnel ordered<br>\npro-Jefri protesters into the council building, while their<br>\nrivals were ordered to stay put outside.<\/p>\n<p>Meanwhile, in the plenary meeting, councillors decided to<br>\noppose the minister's action, and re-endorsed their earlier<br>\ndecision that led to the Kampar Regent being ousted from office.<br>\n\"The result of the meeting will be conveyed to the Minister of<br>\nHome Affairs Mohammad Ma'ruf,\" said councillor Syafrizal.<\/p>\n<p>Pro-Jefri protesters stayed put inside the council building<br>\nuntil the afternoon.<\/p>\n<p>Jefri was dismissed by the regency council last year after it<br>\npassed a motion of no confidence against him.<\/p>\n<p>The ousted regent's troubles began last year after he ordered<br>\na senior teacher out of a meeting after the man questioned him<br>\nabout the low education budget in the regency.<\/p>\n<p>Viewed as arrogant, Jefri soon faced massive protests by<br>\nstudents and teachers. The protests shut down much of the regency<br>\nand gained national attention.<\/p>\n<p>A year after the dismissal, a senior official at Riau<br>\nprovincial administration, who requested anonymity, suddenly<br>\nreported that the Minister of Home Affairs had issued a decree<br>\nstating that Jefri could resume office on Thursday.<\/p>",
