'New prostitution complex must be well planned'<\/p>\n
JAKARTA (JP): The new site for the relocated prostitution
\ncomplex must be well planned, or the problems with the existing
\nKramat Tunggak district in North Jakarta would happen again, a
\ncouncilor said.<\/p>\n
Atje Muljadi, who chairs commission E for public welfare, said
\nthat planning must guarantee it will not become a residential
\narea like Kramat Tunggak, the present site.<\/p>\n
The new site, which may be in Rawa Malang sub-district in
\nCilincing, North Jakarta, should be surrounded by a green belt or
\n"buffer zone" where building would be banned, Atje said.<\/p>\n
Atje also revealed a report on a study by the Institute of
\nSociety Development (LPSM) under the University of Indonesia,
\nwhich said the new site must be "humane."<\/p>\n
The report on the study by the city secretary for social
\naffairs, Soenarjudardji, said the new site must be set up "like a
\nnormal housing complex" with good public facilities.<\/p>\n
Kramat Tunggak, located in the Koja and Tugu Utara sub-
\ndistricts, was designated by the municipality as an official
\nrehabilitation site for prostitutes in 1970.<\/p>\n
The area, far from residential areas, was then considered
\nideal to prevent prostitution spreading, by bringing together
\nprostitutes from across the city.<\/p>\n
But it became more and more crowded. Residents have repeatedly
\ndemanded that the prostitution around the rehabilitation site be
\nremoved from their area.<\/p>\n
The study also said the area is no longer suitable as a
\nrehabilitation site for prostitutes.<\/p>\n
After a meeting with Soenarjudardji, Atje said there should be
\ntraining facilities on the site to improve rehabilitation.<\/p>\n
However the relocation must not use city money, Atje said.<\/p>\n
"We understand it will take time to find a partner from the
\nprivate sector," Atje said.<\/p>\n
"On our last visit, pimps and prostitutes said they were ready
\nto move if they had to," he said. The municipality should prepare
\nwell for relocation and announce clear steps, he added.<\/p>\n
Answering an inquiry about the informal sector supporting and
\nliving off Kramat Tunggak, Atje said the relocation "would be in
\none package -- the vendors will all move too."<\/p>\n
The study also reported that Rawa Malang would be an ideal
\nplace for a rehabilitation site, given the fact that there are
\nalready signs of prostitution there.<\/p>\n
Soenarjudardji cited 1994 studies by the city social agency
\nand the Pos Kota daily, which found 42 percent of prostitutes in
\nKramat Tunggak were from West Java, 40 percent from Central Java
\nand 13.8 percent from East Java.<\/p>\n
Most are 20 to 24 years old, and have not completed elementary
\nschool. Currently the 11.5-hectare complex houses 1,800
\nprostitutes and 2,500 rooms.<\/p>\n
The study said the only alternative to relocation was to step
\nup public order operations against illegal building, and retain
\nKramat Tunggak as a rehabilitation site. (anr)<\/p>",
