The case of abuse and rape against children at the Ganesha Sevanam\nOrphanage in Jagaraga Village, Sawan Subdistrict, Buleleng, Bali, has\nentered a new phase. Police have named the foundation chairman, I Made\nWijaya alias Jro Mangku Wijaya Dangin (57), as a suspect and immediately\ndetained him.<\/p>\n
Police have uncovered indications of intimidation in the abuse and\nchild rape case at the orphanage. They suspect the perpetrator pressured\nvictims not to provide statements to investigators.<\/p>\n
\u201cWe must carry out the detention because there is information and\nindications that the suspect attempted to intimidate other victims so\nthat they would not provide open statements,\u201d said Buleleng Police\nChief, AKBP Ruzi Gusman, on Thursday (2\/4\/2026).<\/p>\n
Police assess that detaining Wijaya is important to prevent further\npressure on the victims. From the start of handling the case, police\nhave also prioritised securing the children residing at the orphanage to\navoid potential intimidation.<\/p>\n
\u201cThe security and interests of the children are the priority so that\nthey do not face pressure and can reveal the true facts,\u201d said Ruzi.<\/p>\n
Repeated Actions<\/p>\n
Police have also revealed new facts in handling the abuse and rape\ncase at the Ganesha Sevanam Orphanage. The suspect is alleged to have\ncarried out his depraved actions repeatedly. There are seven orphanage\nchildren suspected to be victims of physical or sexual violence.<\/p>\n
\u201cBased on investigation results, it was found that the suspect did\nnot only commit the crime against one victim, but also against several\nchildren under his care,\u201d said Ruzi.<\/p>\n
Ruzi revealed that the seven victims are aged between 12 and 21\nyears. One victim, still aged 16, was even raped repeatedly at the\norphanage and several inns in Denpasar, Badung, and Tabanan.<\/p>\n
\u201cThe details will still be deepened and investigated based on the\ninformation provided,\u201d he explained.<\/p>\n
According to Ruzi, the victim also reported receiving physical\nviolence on 26 March 2026. At that time, the victim along with other\norphanage residents was gathered in a room. Wijaya is suspected of\nchoking the victim\u2019s neck with a cable because she left the orphanage\nwithout permission.<\/p>\n
Layered Charges<\/p>\n
After being named a suspect, Wijaya is now charged with multiple\narticles carrying a maximum penalty of 15 years\u2019 imprisonment. Police\nemphasise that this case is being handled seriously because the victims\nare minors and are suspected to have experienced repeated violence.<\/p>\n
\u201cThe articles we charge are Law Number 35 of 2014 on Child\nProtection, as well as several articles in the Criminal Code related to\nintercourse with children,\u201d said Ruzi.<\/p>\n
In addition, investigators are also charging the suspect with child\nmolestation and sexual violence as regulated in the Sexual Violence\nCrime Act (TPKS). All these legal charges are layered to accommodate\neach alleged act by the suspect.<\/p>\n
Police are separating the case handling based on each victim. This\nstep is taken to unravel the alleged actions that are said to have\noccurred more than once.<\/p>\n
\u201cEach victim is handled in a separate file so that all events can be\nexplored maximally,\u201d he stressed.<\/p>\n
From all the charged articles, the heaviest penalty is up to 15\nyears\u2019 imprisonment. However, police do not rule out the possibility of\nadditional articles as the investigation deepens.<\/p>\n
Victim Assistance<\/p>\n
Police ensure that the victims receive protection in handling the\ncase. The identities of all victims are also kept confidential to\nprevent further impacts.<\/p>\n
\u201cWe ensure that the victims\u2019 identities are not publicised. We also\nurge the media not to display names, photos, or initials of victims,\u201d\nsaid Ruzi.<\/p>\n
Intensive assistance is also provided to the victims. Police are\ncollaborating with the Social Services Office and related UPTD to\nprovide psychological support during the legal process. In addition,\nevacuation steps for the children at the orphanage are being carried out\nto ensure their safety.<\/p>\n
\u201cWe have coordinated to place the victims and other children in a\nsafer location,\u201d said Ruzi.<\/p>\n
