        "content": "<p>New partners join ASEAN talks<\/p>\n<p>JAKARTA (AFP): China, India and Russia sought closer ties with<br>\nASEAN as they joined a wide-ranging dialogue with the trade-<br>\ndriven southeast Asian grouping yesterday.<\/p>\n<p>The three countries take to 10 the number of full dialogue<br>\npartners of the Association of Southeast Asian Nations (ASEAN),<br>\nwhich engage in annual talks on an array of political, security<br>\nand economic issues.<\/p>\n<p>Russian Foreign Minister Yevgeni Primakov said Moscow planned<br>\nto set up special economic zones in Siberia and the far east of<br>\nthe country to boost development and promote ties between the two<br>\nregions and the Asia-Pacific.<\/p>\n<p>Addressing the opening session of two-day talks between ASEAN<br>\nand its key international partners, Primakov described the<br>\nregional grouping as a \"priority area\" in Russia's Asia-Pacific<br>\npolicy.<\/p>\n<p>Primakov said Russia was prepared to join a Eurasian railway<br>\nconstruction project and to put its economic and technological<br>\ncapabilities at the disposal of participating countries.<\/p>\n<p>He also proposed establishment of a Space Monitoring and<br>\nCommunication Center in the region to conduct geological surveys<br>\nand provide information on natural disasters, as well as to help<br>\nin telecommunications and training.<\/p>\n<p>\"The center should cooperate with the 'space' countries,<br>\nincluding the arrangement of launches by southeast Asian<br>\ncountries of their own satellites, \" he said.<\/p>\n<p>Indian Foreign Minister Inder Kumar Gujral said southeast<br>\nAsia's remarkable economic progress served as an inspiration for<br>\nhis country in the liberalization of its own economy, and \"we<br>\nknow that we too must run to keep pace.\"<\/p>\n<p>\"In this, we would like to travel with our ASEAN kin on a<br>\njourney of mutual cooperation, benefit and prosperity,\" Gujral<br>\nsaid.<\/p>\n<p>He said the partnership with ASEAN was a part of India's<br>\n\"look-east\" destiny, and called for a trebling of India-ASEAN<br>\ntrade to more than 15 billion dollars a year by 2000-2001.<\/p>\n<p>Gujral called for ASEAN capital investment in India's<br>\ninfrastructure development -- ports and shipping, airports, civil<br>\naviation, power, telecommunications, roads and railways.<\/p>\n<p>Chinese Foreign Minister Qian Qichen expressed China's support<br>\nfor ASEAN initiatives in boosting Asia-Europe relations and<br>\nbuilding a Eurasian railway, and expressed its commitment to<br>\nmaintaining regional peace.<\/p>\n<p>\"If China is to continue the (economic) growth momentum, it<br>\nmust have a stable social environment and peaceful<br>\nneighborhood,\" Qian said.<\/p>",
