President Bougainville Ishmael Toroama has established a firm\npolitical deadline for the autonomous region to separate from Papua New\nGuinea (PNG). The Bougainville Autonomous Government has officially\ndecided to transition towards self-government in 2027, before ultimately\nachieving full independence in 2030.<\/p>\n
Citing reports from Islands Business, Toroama explained that this\nfinal position is strongly based on the Bougainville Peace Agreement,\nPart XIV of the PNG Constitution, and various post-referendum\nagreements. This systematic approach is intended to provide legal\ncertainty and maintain security stability following more than two\ndecades of peaceful negotiations.<\/p>\n
\u201cThis position is not based on emotion or mere convenience. It is\nrooted in the Bougainville Peace Agreement, Part XIV of the Papua New\nGuinea Constitution, as well as the official commitments and agreements\nthat have guided our journey and maintained peace until now,\u201d stated\nPresident Toroama.<\/p>\n
He added that the referendum results, which favoured independence,\nremain the primary pillar of the Bougainville people\u2019s demand to become\nan internationally recognised sovereign nation. Toroama also referenced\na series of joint agreement documents, such as the Joint Communiqu\u00e9 of\n11 January 2021, the Kokopo and Wabag Joint Statements, the APEC, the\nKone Era Covenant, and the Melanesian Agreement, as the official\nroadmap.<\/p>\n
Independence Roadmap and Call to Maintain Trust<\/p>\n
President Toroama reminded that trust between parties is currently\nbeing tested due to breaches of previously established agreements.\nAccording to the plan, Bougainville will enter a preparation phase until\n1 September 2027, focusing on strengthening institutions, governance,\nsecurity, and economic readiness.<\/p>\n
From 1 September 2027, the region will officially enter the era of\nself-government, assuming additional powers in accordance with Article\n289 of the PNG Constitution. This stage represents the highest form of\nconstitutional expression before Bougainville officially becomes an\nindependent nation on a date to be determined in 2030.<\/p>\n
In his closing remarks, Toroama emphasised his commitment to\nmaintaining friendly relations and good cooperation with the Government\nof Papua New Guinea.
