        "content": "<p>New deregulatory measures planned<\/p>\n<p>JAKARTA (JP): Minister of Industry Tunky Ariwibowo said here<br>\nyesterday that the government is preparing new deregulatory<br>\nmeasures to improve the business climate and industrial<br>\nefficiency in the country.<\/p>\n<p>Speaking to newsmen following his meeting with President<br>\nSoeharto, Tunky said that simplification of licensing procedures<br>\nremains an essential factor in attracting both foreign and local<br>\ninvestors.<\/p>\n<p>The planned deregulation measure is expected to further<br>\nimprove business efficiency, he said, adding that the high-cost<br>\neconomy remains a major obstacle in investment activities in the<br>\ncountry.<\/p>\n<p>Tunky, together with Minister of Finance Mar&apos;ie Muhammad,<br>\nreported to the President yesterday about the recent trip of the<br>\nderegulation team, comprising of himself and first echelon<br>\nofficials of both the ministries of industries and finance, to<br>\nAceh, North Sumatra and North Sulawesi.<\/p>\n<p>The minister said that the team members met provincial<br>\nofficials and businessmen during the visit to get inputs about<br>\ninvestment handicaps in each province.<\/p>\n<p>&quot;The discussions with the local officials and businessmen were<br>\nvery constructive and frank,&quot; he said. &quot;Most businessmen still<br>\ncomplained about the high-cost economy.&quot;<\/p>\n<p>Tunky, however, declined to elaborate what factors cause the<br>\nhigh-cost economy.<\/p>\n<p>Local and foreign investors often complained that the number<br>\nof deregulatory measures issued by the government since the 1980s<br>\nhave not been fully implemented. Many local officials are still<br>\ninvolved in red tape practices when providing services to<br>\ninvestors.<\/p>\n<p>According to businessmen, the red tape is the main factor that<br>\ncauses their business inefficiencies.<\/p>\n<p>Tunky promised that the forthcoming deregulatory measures will<br>\nbe more affective in dealing with red tape and in further<br>\nimproving the country&apos;s business climate.<\/p>\n<p>The minister said that during the trip, the deregulation team<br>\nasked provincial administrations to set up their own economic<br>\nteams to help monitor the implementation of deregulatory<br>\nmeasures.<\/p>\n<p>&quot;Such teams could also help governors solve investment<br>\nproblems so that they would no longer need to consult with<br>\nJakarta in solving investment problems,&quot; he said.(hen)<\/p>",
