The deadly fire case at the Terra Drone building in Central Jakarta\nhas entered a new phase. Michael Wisnu Wardhana, Director of PT Terra\nDrone Indonesia, was brought to court for the first hearing.<\/p>\n
The hearing, which involved the reading of the indictment, took place\nat the Central Jakarta District Court (PN Jakpus) on Wednesday\n(11\/3\/2026). Michael Wisnu is accused of negligence in preventing,\nmitigating, and extinguishing the fire that occurred at the Terra Drone\noffice building.<\/p>\n
For context, the Terra Drone office fire happened on Tuesday\nafternoon (9\/12\/2025). A total of 22 people died as a result of the\nfire, comprising 15 women and 7 men.<\/p>\n
The case is being heard by Chief Judge Purwanto S Abdullah, with\nmembers Ni Kadek Susantiani and Sunoto. The Terra Drone boss is deemed\nresponsible because the building lacked safety and security standards,\nleading to the loss of lives during the fire.<\/p>\n
\u201cThat the actions of the Defendant, as Director of PT Terra Drone\nIndonesia, were negligent in preventing, mitigating, and extinguishing\nthe fire at the PT Terra Drone Indonesia Office Building, including the\nabsence of fire detection sensors, smoke detection sensors, emergency\nstairs and evacuation route signs, failure to conduct regular fire\nresponse training and drills,\u201d stated the prosecutor while reading the\nindictment.<\/p>\n
\u201cAnd the lack of adequate Lithium Fire Killer (AF31) type APAR in the\nPT Terra Drone Indonesia Office Building resulted in the deaths of 22 PT\nTerra Drone Indonesia employees,\u201d added the prosecutor.<\/p>\n
The prosecutor stated that the Terra Drone building was used for\nstoring business items of PT Terra Drone, including lithium polymer\n(LiPo) drone batteries of type 6s 30,000 mAh. The building also had only\none main door without any emergency stairs.<\/p>\n
Condition of the Terra Drone Building<\/p>\n
The PT Terra Drone office building consists of 7 floors, with each\nfloor connected by access stairs and 1 lift unit, with the building\ndimensions approximately 16 metres long and 9 metres wide. The general\nconstruction of the building includes a concrete flat roof with an\niron-framed rooftop, gypsum ceiling with iron frame, brick walls with\niron frame, and ceramic floors.<\/p>\n
\u201cThe windows in the building cannot be opened; they are permanently\ninstalled. There is only one main door, without any emergency doors or\nstairs,\u201d said the prosecutor.<\/p>\n
The prosecutor noted that PT Terra Drone had 78 employees. The first\nfloor of the building serves as the workspace for inventory, security,\nand office boy staff.<\/p>\n
The second floor is the workspace for engineering, research and\ndevelopment, and inventory team employees; the third floor for finance,\nHRD, accounting and tax, and sales marketing staff. The fourth floor is\nfor surveyor staff and the director\u2019s office; the fifth floor for\nprocessing and project manager staff.<\/p>\n
The sixth floor is an auditorium and space for employee events and\nmeetings; the seventh floor is the rooftop and prayer room.<\/p>\n
Minimal Safety Protections in the Building<\/p>\n
The fatalities were trapped on the upper floors of the six-storey\nbuilding. The victims could not escape due to smoke filling the building\nfrom the lower floors and limited evacuation routes.<\/p>\n
The prosecutor stated that Michael, as Director, was obligated to\nprevent, mitigate, and extinguish fires in the company workplace\nbuilding. The Terra Drone building had minimal safety protections,\nleading to numerous casualties during the fire.<\/p>\n
\u201cHowever, the Defendant, as Director of PT Terra Drone Indonesia,\nfailed to fulfil his obligations to prevent, mitigate, and extinguish\nthe fire in the company workplace building by not providing fire\ndetection sensors, not providing smoke detection sensors, not providing\nemergency stairs and evacuation route signs, not conducting regular fire\nresponse training and drills, and not providing adequate Lithium Fire\nKiller (AF31) APAR in the PT Terra Drone Indonesia office building,\u201d\nexplained the prosecutor.<\/p>\n
The prosecutor said that during the fire, employees struggled to\nextinguish the initial sparks due to the absence of portable fire\nextinguishers (APAR). The fire then grew larger, resulting in 22 PT\nTerra Drone employees becoming victims.<\/p>\n
\u201cThe evacuation process was hindered because the fire on the first\nfloor blocked people in the PT Terra Drone Indonesia office building\nfrom descending the stairs and reaching the exit due to smoke and\nradiant heat, and the upward spread of smoke through the stairs\ncomplicated evacuation efforts,\u201d said the prosecutor.<\/p>\n
\u201cAnd the absence of emergency stairs and evacuation routes in the PT\nTerra Drone Indonesia Office Building meant that 22 PT Terra Drone\nIndonesia employees could not be evacuated until the fire was\nextinguished,\u201d added the prosecutor.<\/p>\n
