Basilio do Nascimento, the newly-ordained<br>\nbishop of Baucau, East Timor, said the solution to the East Timor<br>\ndispute depends on further dialogs between Indonesia and Portugal<br>\nunder the auspices of the United Nations.<\/p>\n<p>Antara quoted the bishop as saying in the Vatican yesterday<br>\nthat everybody was waiting for the ongoing dialogs to bear fruit.<\/p>\n<p>Indonesia and Portugal have met at least three times but no<br>\nsignificant results have ensued.<\/p>\n<p>A meeting was scheduled for Dec. 21, 1996, in New York, but<br>\nwas postponed following the transfer of the UN secretary-general<br>\npost from Boutros Boutros-Ghali to Kofi Annan.<\/p>\n<p>The Vatican late last month created the Diocese of Baucau, to<br>\noversee the regencies of Manatuto, Viqueque and Lautem. Baucau<br>\nhas a population of 200,000 Catholics, while Dili, the capital of<br>\nEast Timor, ministered by Nobel Peace Prize laureate Bishop<br>\nCarlos Filipe Ximenes Belo, has some 500,000 Catholics.<\/p>\n<p>Pope John Paul II ordained Basilio do Nascimento and eleven<br>\nother bishops Monday.<\/p>\n<p>Asked about his plans for the diocese, the bishop said to do<br>\nhis job well he needed the cooperation of the local<br>\nadministration and non-government organizations (NGOs).<\/p>\n<p>\"I will start from the beginning both in terms of structure<br>\nand logistics, as well as in the creation of new programs,\" he<br>\nsaid.<\/p>\n<p>He said a program to intensify religious guidance would be<br>\ninitiated along with the publication of various religious books.<\/p>\n<p>The religious life in East Timor was good, he said.<\/p>\n<p>\"If there were religious conflicts two or three years ago,<br>\nthey were only minor,\" he said. \"The religious spirit of the East<br>\nTimorese is quite high.\"<\/p>\n<p>He praised development in East Timor as \"surprising\" and<br>\n\"extraordinary.\" (swe)<\/p>",
