New anticorruption chairman vows to be firm<\/p>\n

Newly elected chairman of the Corruption Eradication Commission
\n(KPK) Insp. Gen. (ret) Taufieqqurochman Ruki vowed on Friday to
\ndeal firmly with anyone suspected of committing corruption,
\nregardless of his or her position.<\/p>\n
Speaking during a discussion on the new commission, the first
\nsince he was elected chairman to the commission earlier this
\nweek, Taufieq also said that he would be accountable to the
\npeople because he was elected by the House of Representatives
\n(DPR).<\/p>\n
"No matter how powerful or influential the figures are, if
\nthey are involved in corruption we will go after them," he said
\nduring the meeting, which also featured legislator Teras Narang
\nand secretary general of Transparency International's Indonesia
\noffice Emmy Hafild.<\/p>\n
Taufieq made the statement in response to a question, on
\nwhether he had the courage to handle graft cases involving high-
\nranking police or military officials.<\/p>\n
Along with Amien Sunaryadi, Sjahruddin Rasul, Tumpak
\nHatorangan Panggabean and Erry Riyana Hardjapamekas, Taufieq was
\nrecently elected leader of the planned KPK, dubbed a "super body"
\nin charge of eliminating the country's pandemic corruption
\npractices.<\/p>\n
Taufieq said although he had never been involved in any
\ncorruption eradication campaign, he had taken part in some
\nworkshops on corruption in other countries, including Malaysia,
\nAustralia and the United States.<\/p>\n
As a retired police officer, he acknowledged that corruption
\nwas rampant in all levels of the police force, but added that he
\nhad tried to stop it.<\/p>\n
"I know that corruption is rampant in the police force. I know
\nbecause I am an insider," he said.<\/p>\n
He explained that it would be difficult to build a powerful
\ninstitution to combat corruption, but vowed to do his best.<\/p>\n
Emmy Hafild suggested that the recruitment of staff and
\ninvestigators to support the KPK must be done on a merit-based
\nsystem.<\/p>\n
"All staff with the commission must be people with integrity,
\nmorality, independence and honesty," she said.<\/p>\n
Surprisingly, Teras Narang, disclosed that his House
\ncommission wanted the secretariat of the KPK to be under one of
\nthe ministries.<\/p>\n
"The secretariat of the Corruption Eradication Commission
\nshould fall under one of ministries under the supervision of the
\nHouse Commission II," said Teras, who chairs the House's
\nCommission.<\/p>\n
House Commission II monitors the home ministry, justice and
\nhuman rights ministry, state administrative reform ministry,
\nnational police and the attorney general's office.<\/p>\n
"It (the KPK being supervised by his commission) is designed
\nto reduce state budget costs," said Teras of the Indonesian
\nDemocratic Party of Struggle (PDI-P) faction.<\/p>\n
Based on the Law No. 30\/2002 on KPK, the secretary general of
\nKPK is appointed and dismissed by the President. The duties and
\nfunction of the secretary general are regulated further by a
\ndecree on the KPK.<\/p>",
