Witular, The Jakarta Post\/Jakarta<\/p>\n<p>A marine soldier who was sentenced to death for killing a<br>\nbusinessman in 2003 has managed to escape for the second time<br>\nfrom the military prison in Cibinong, West Java.<\/p>\n<p>Following the prison break, Commander of the Navy&apos;s Military<br>\nPolice Commodore Sunarko A.G. issued on Monday an order to<br>\ncapture Suud Rusli, the marine soldier, &quot;dead or alive.&quot;<\/p>\n<p>&quot;I have issued an order to rearrest the escapee in any kind of<br>\ncondition. The order has been relayed to all institutions,<br>\nincluding the police,&quot; Sunarko said.<\/p>\n<p>Confirming the order, TNI Chief Gen. Endriartono Sutarto asked<br>\nthe Navy&apos;s provost &quot;to capture the marine soldier and shoot him<br>\nif he tries to resist.&quot;<\/p>\n<p>&quot;I have asked Navy Chief (Adm. Slamet Subiyanto) about the<br>\njailbreak incident. He (Slamet) confirmed it to me. It is now in<br>\nthe hands of the Navy to rearrest him (Suud). If he tries to<br>\nresist, he can be shot,&quot; Endriartono said after attending a<br>\nCabinet meeting.<\/p>\n<p>According to the Navy, Suud managed to escape on Sunday night.<br>\nHowever, it was not immediately clear how he got out.<\/p>\n<p>&quot;Our (the Navy&apos;s) provost is now hunting him down. We will do<br>\nwhatever it takes to get him back so he can serve his sentence,&quot;<br>\nNavy spokesman Commodore A. Malik Yusuf said as quoted by Antara.<\/p>\n<p>The escape on Sunday night was not the first time for Suud,<br>\nwho was found guilty of murder after moonlighting as a hitman in<br>\nthe past.<\/p>\n<p>In May of this year, Suud, along with a Navy companion, Syam<br>\nAhmad Sanusi, also managed to escape from a Navy detention center<br>\nafter cutting the iron bars of their cell using a hacksaw.<\/p>\n<p>After nearly three weeks tracking the two fugitives, the Navy<br>\nnabbed Suud in Malang, East Java.<\/p>\n<p>Syam, however, remains at large.<\/p>\n<p>The two are facing death sentences for the hired assassination<br>\nof businessman Boedyharto Angsono and his Army Special Forces<br>\n(Kopassus) bodyguard Second Sgt. Edi Siyep in July 2003.<br>\nBoedyharto was president of a company called PT Arena Sarana<br>\nBakti (Asaba).<\/p>\n<p>The two convicts were also discharged from the military.<\/p>\n<p>The Garrison Military Court had actually set a deadline for<br>\nthe execution of the two when the May escape took place.<\/p>\n<p>Endriartono refused to comment on speculation that the<br>\nincident had happened &quot;by-design&quot; with some reports speculating<br>\nthat the marine soldier &quot;seemed to have been coached on how to<br>\ncarry out the escape.&quot;<\/p>\n<p>There have been similar jailbreaks from military detention in<br>\nthe past. For example, Army soldier, Second Pvt. Agung Wibowo,<br>\nescaped from his cell at the Jakarta Military Police detention<br>\ncenter prior to his questioning in connection with a shooting<br>\nincident and illegal weapons transactions in September last year.<br>\nHe was apprehended a day later.<\/p>\n<p>The most high-profile jailbreak involving the military took<br>\nplace in 2001, when four suspects with roles in the 2000 Jakarta<br>\nStock Exchange (JSX) bomb attack, all of whom were military men,<br>\nbroke out of Cipinang Penitentiary in East Jakarta. Only one of<br>\nthem was recaptured and he was later sentenced to 20 years&apos;<br>\nimprisonment.<\/p>\n<p>The bombing of the JSX building&apos;s basement parking lot left 10<br>\npeople dead.<\/p>\n<p>Military analysts have said the country&apos;s judicial system,<br>\nwhich provides privileges and impunity for the military, was to<br>\nblame for jailbreaks involving soldiers. The analysts further<br>\nsuggested that the government and the lawmakers amend legislation<br>\non military tribunals to enable the police to investigate crimes<br>\ninvolving military personnel and put them on trial in district<br>\ncourts.<\/p>",
