        "content": "<p>The Natuna Regency Government, Riau Islands Province, has once again\nimplemented a Home-Based Learning (BDR) policy for educational\ninstitutions as an anticipatory measure against the health impacts of\nhaze on students.<\/p>\n<p>Umar Wirahadi, Head of Primary Education at the Natuna Regency\nEducation and Culture Office, confirmed from Batam on Saturday that the\ntransition from face-to-face learning (PTM) to home-based learning will\ntake place from 19 to 23 September 2026.<\/p>\n<p>The BDR policy applies to early childhood education (PAUD), primary\n(SD), and junior high school (SMP) levels, covering both public and\nprivate institutions, as well as Non-formal Education Units (SPNF)\nacross all 17 districts in Natuna Regency.<\/p>\n<p>This step was taken after considering that the Air Quality Index\n(IKU) in all districts within the regency is currently in the unhealthy\ncategory.<\/p>\n<p>Natuna Regency previously implemented a similar policy from the last\nweek of August 2026 until the second week of September 2026, and had\nresumed face-to-face learning on 14 September when air conditions had\nimproved.<\/p>\n<p>\u201cThe circular letter has been distributed, so from today until\nWednesday, educational units will implement BDR through online learning\nor independent assignments until the air quality improves and is\ndeclared safe,\u201d he said.<\/p>\n<p>The policy is outlined in Circular Letter Number\n400.3.1\/369\/DISDIKBUD-UP3\/IX\/2026 regarding the Notification of\nHome-Based Learning (BDR) and the Reinforcement of Educational Service\nProvision in Educational Units under the Natuna Regency Government due\nto the Impact of the Haze Disaster.<\/p>\n<p>The circular is addressed to educational institutions as well as\nparents or guardians of students. It contains several instructions and\nappeals regulating the duties, functions, and roles of educational units\nduring the implementation of BDR, including provisions for students and\nparents in accompanying the learning process from home.<\/p>\n<p>\u201cWe urge parents to accompany their children during BDR, limit\nchildren\u2019s outdoor activities, and teach children to implement clean and\nhealthy living patterns (PHBS),\u201d he added.<\/p>",
