        "content": "<p>Jakarta \u2014 The Directorate General of Spatial Planning, together with\nthe Human Resources Development Agency (BPSDM) of the Ministry of\nAgrarian Affairs and Spatial Planning\/National Land Agency (ATR\/BPN),\nheld a national webinar entitled \u201cDigitisation and Innovation in Spatial\nPlanning: Integration of Detailed Spatial Plans (RDTR) in the Online\nSingle Submission (OSS) System for Licensing\u201d on Thursday (3 July 2025).\nThe webinar was conducted online and attended by more than 800\nparticipants from various stakeholders, including central and regional\ngovernment officials, practitioners, professional associations,\nacademics, and the general public. The event was moderated by Bayu\nDharma Saputra, Head of the Map Studio Working Group.<\/p>\n<p>Acting Secretary of BPSDM at the Ministry of ATR\/BPN, Einstein Al\nMakarima Mohammad, stated in his opening remarks that spatial planning\nin Indonesia continues to advance, becoming increasingly adaptive,\nresponsive, and integrated with a more efficient licensing system.\n\u201cSpatial planning is affirmed as the key to issuing basic business\nlicensing requirements that must be provided by the government. This\ndemands acceleration in the completion of RDTR and its integration into\nthe OSS system,\u201d said Makarima.<\/p>\n<p>Through the Ministry of ATR\/BPN, the government is undertaking\ndigital transformation by providing system support in the form of\ndigital platforms such as GISTARU and PROTARU. The provision of spatial\nplanning information platforms represents a form of facilitation for\nregional governments to simplify the preparation of RDTR in an efficient\nand participatory manner.<\/p>\n<p>In his keynote speech, Director of Spatial Utilisation\nSynchronisation, Prasetyo Wiranto, stated that the Ministry of ATR\/BPN\nis taking steps to accelerate public services by implementing systems\nbased on the principles of accuracy, prudence, accountability, risk\nmanagement, and transparency, as well as simplifying business processes\nusing information technology infrastructure capable of providing\ncertainty, ease, speed, and transparency. \u201cIf a KKPR application is\nsubmitted in an area that already has an RDTR integrated with the OSS\nsystem, the licensing issuance process can be carried out more quickly\nand efficiently,\u201d Prasetyo explained.<\/p>\n<p>The first presentation was delivered by Senior Spatial Planner Abdul\nKamarzuki. He explained that since the enactment of the Job Creation Law\n(UUCK), the licensing governance process in Indonesia has undergone\nchanges aimed at simplifying procedures that had long been considered\ncumbersome. Through the regulations established under the UUCK, the\nlicensing process for both business and non-business activities is\nexpected to become easier and more efficient. \u201cThe Directorate General\nof Spatial Planning has five web-based applications accessible to all\nlevels of society, including RTR Online and RDTR Interactive, which form\npart of the engine within the OSS system for issuing KKPR\nConfirmations,\u201d Kamarzuki continued.<\/p>\n<p>Subsequently, Head of Programme, Finance, and General Affairs, Sri\nDamar Agustina, stated in her presentation that the One Map Policy (KSP)\nsupports the preparation of Spatial Plans (RTR) by providing secondary\ndata references in the form of base maps and thematic maps, and also\nsupports the preparation of technical materials as analytical inputs for\nimproving the quality of spatial planning thematic data. \u201cCurrently,\nGISTARU KKPR is available \u2014 a geospatial information system developed by\nthe Ministry of ATR\/BPN to support the KKPR issuance process,\u201d Damar\nadded.<\/p>",
